Korean National Police(KNP) should reestablish the role of security police that deals with national security, because it has been confronting a newly emerging security environment that is quite different from that in the past. The KNP still tends to focus on traditional security issues in which the security police ought to protect peace and freedom of the Korean people mainly from counterespionage and counterintelligence. However, it cannot ignore the threats of 'comprehensive security' that involves terror, industrial security, cyber security and so on. This study is aimed at exploring a new paradigm on the security police dealing with diverse sources of security threats and discussing about how to readjust its function and organization that reflects the new paradigm.To protect the Korean society from the non-state threats and to emphasize human security, the security police should make more efforts on counterintelligence, the North Korean refugee, reorganization of the security police branch, and improvement of the inter-Korean relationship. Intelligence activities about counterintelligence or transnational attacks should be strengthened as a means of traditional security, and the KNP needs to widen its duties with the North Korean refugees and the CIQ activities. Also, it is necessary to divide the main parts of the security police branch into traditional security issues and non-traditional security issues. Finally, because the citizen support and cooperation are indispensible for the successful security activity of KNP, it is required to positively communicate the security police activities with the citizen.

대한민국의 보안경찰에는 과거와 다른 새로운 치안과 안보환경에 부응하는 보안경찰 역할의 재정립이 필요하다. 과거에는 주로 북한의 군사적 외침으로부터 국토와 국민의 생명을 보호하는 ‘전통적 안보개념’에서 대테러․산업보안․사이버안보․위기관리 등을 강조하는 ‘포괄적 안보개념’으로의 변화가 무엇보다 시급히 요구되고 있다. 따라서 본 연구는 이 시대에 요구되는 새로운 보안경찰의 패러다임을 모색하며, 아울러 대한민국의 보안경찰이 본질적으로 수행해야 할 보안경찰의 역할과 지향점에 대하여 논의하고자 하였다. 연구결과 향후 보안경찰은 첫째, 현재 한반도의 현실상 전통적 안보위협에 대한 대응을 위해 정보지향적 방첩기능을 강화하는 것이 필요한 것으로 보인다. 둘째, 보안경찰은 전통적 활동과 더불어 최근의 안보 패러다임의 변화에 따른 새로운 역할과 기능의 수행이 필요한 바, 인간안보 실현을 위한 북한이탈주민 지원활동의 활성화와 더불어 CIQ활동이나 특구지역 보안수요 등 남북교류 확대에 따른 신종 보안수요에의 대응역량 강화, 사이버공간에서의 역할 확대 등이 필요할 것으로 판단된다. 셋째, 보안경찰이 전통적인 역할과 새로운 안보환경에 부합하는 조직으로 거듭나기 위해서 는 조직 및 인력구조의 개편이 필요하다. 따라서 현재 보안 1, 2, 3과 등의 체제의 조직구조를 크게 전통적 안보영역과 신안보영역으로 나누고, 각 영역에는 다시 두 가지의 담당 부서를 나눔으로써 모두 4개과로 편성하는 것이 바람직할 것이다. 그리고 보다 효율적인 인력관리체제 구축을 위해 보안경과제의 개선과 더불어 전문화 교육 등 전문성을 향상시킬 수 있는 노력이 지속되어야 할 것이다. 넷째, 보안경찰은 새로운 안보개념의 대두나 국민의식에 대한 이해를 바탕으로 다양한 新국가안보 관련 의식을 고취할 수 있는 다양한 안보계도 활동을 활성화해야 할 것이다.
