Journalism scholars and research experts have criticized media news and reports on opinion surveys in elections as they have been found to lack seriously in terms of reliability and objectivity of the news content. Although, news articles on government policies and national issues have sharply increased from the mid-90's, those articles present more of the same problems as in the news reporting on the election poll surveys. The purpose of this study is to find out, first, the types and characteristics of newspaper articles that report public opinion survey results on government policies and national issues in various key ares and, second, to evaluate how well the reliability and objectivity of the articles are observed in reporting the survey results. The content analysis method is used to achieve the research goals, and all articles in 6 national dailies during the period of 1997 through 2006 were collected for the content analysis. Articles with election polls data are not included in the study. As results, the number of the relevant articles markedly increased overall, particularly in the fields of economy, education, government policy and culture, but the reliability and objectivity of the reports do not seem to have much improved. It is suggested that we call journalists' attention to the significance of fulfilling the standards and ethics in reporting the public opinion survey. Reporting standards and ethics is a critical instrument that keeps the journalism quality. Apart from the written reporting code of ethics advised by journalism associations and individual news providers, news media firms have to establish a specific working rules and a proper training system to stand guarantee for the reliable, true and fair reporting of the public opinion surveys, which exert immense impact on the audiences' attitudes towards the government policies and important national issues.

언론 매체의 선거 여론조사 보도내용의 객관성과 신뢰성은 언론 학계와 전문가들로 부터 개선 여지가 많은 분야로 지적되어 온 현안 이슈이다. 1990년대 중반부터 정부 정책에 대한 언론 매체의 여론조사 보도 기사가 급증했는데, 정부 정책에 대한 국민들의 여론 형성에 지대한 영향을 미치는 정책 여론조사 보도내용에도 유사한 문제가 있을 것으로 짐작된다. 본 연구의 목적은 언론 매체가 정부 정책과 관련한 여론조사 내용을 공중에게 사실적이며 가치가 있는 정보로 보도함에 있어서, 실제 어느 정도의 정확성, 객관성 그리고 공정성을 가지고 여론조사 결과를 전달하고 있는지를 진단하고 개선 방향을 제시하는 것이다. 연구 목적을 달성하기 위하여 본 연구는 1997년부터 2006년까지 10년 동안 정부 정책에 관한 여론조사를 보도한 전국 종합 일간지 기사를 수집하여 내용분석방법을 통해 분석하였다. 연구 결과, 선거 여론조사 보도와 유사하게 정책 여론조사 보도내용의 객관성과 신뢰성에 문제가 많은 것으로 드러났다. 국가 정책에 대한 여론 형성에 중요한 영향을 끼치는 여론조사 보도는 보다 과학적이며 객관적으로 수용자에게 전달되어야 한다. 정책 여론조사 보도에서 언론 매체의 신뢰성과 공정성이 최대한 보장될 수 있도록 구체화된 보도 기사 작성 규정을 구축하고 이를 엄격히 준수하기 위한 의식 변화와 교육이 절실히 필요한 것으로 판단된다.
