The focus of Enterprise Architecture (EA) efforts has been on business architecture, technology architecture, data Architecture, application architecture and their integration. However, lesser amount of attention has been given to one of the most critical EA element; Users (Human capital of enterprise; commonly referred as stakeholders). As a result, existing EA Management Systems (EAMS) have become Old-Big content-centric document-repositories which are unable to provide meaningful information about user’s needs and their functional scope so that to develop technological solutions to meet those requirements. In order to address this critical issue we argue that a User-centric approach, supported by semantic technology, has the potential to represent a new and improved way of practicing this discipline. In this context, we present a novel ontology-based strategy named as User-centric Semantic-oriented EA (U-SEA) framework. Based on this framework we develop User-centric Semantic-oriented Enterprise Architecture Management (U-SEAM) approach composed of a knowledge-based repository and a recommender system with special emphasize on reasoning-based mechanisms. Our approach is generic enough to be used in a wide variety of User-centric EAM applications. The obtained results show computational feasibility to manage and govern EA as well as reduce complexity with respect to existing EAM approaches.
