This study aims to analyze the lifelong learning policy of the new 'Lee Myung Bak Government' particularly focused on the 'Academic Lifelong Learning Account)(ALLA) policy-as the major policy. For this purpose, this study exploring the theoretical backbones on the learning society and economics of learning (OECD recurrent education). Also searching the '2007 Revised New Korean Lifelong Education Act' and 'The 2nd. National Comprehensive Plan for the Lifelong Learning Promotion(2007)' as the policy background context. To realize the research purpose, this study dealed with the core contents and evoking strategies of ALLA policy. As the research method, literature review and policy content-analysis were utilized. Selected criterion for the policy analysis were as follows; ① accumulation and management mechanism of lifelong learning experiences ② accreditation and recognition system for the diverse formal and non-formal learning experiences and, ③ financial supporting systems for the individual learners. As the results, this study identified the current trends and real situation as follows; The stages of the korean lifelong education policy were identified as the initiating steps. They launching the policy recently and now trying to conduct as the small-scale pilot experimental project. Thus, for the future, they should continuously develop and diffuse the policy in a nation-wide scale.

이 연구는 현 정부인 ‘이명박정부’의 평생교육정책기조와 추진전략을 파악하기 위해 핵심정책으로서의 ’평생학습계좌제‘를 분석한 연구이다. 이를 위해 학습계좌제의 이론적 근거로 학습사회론과 학습경제론을 분석하고 정책적 배경으로 평생교육법과 평생학습진흥종합계획을 분석하였으며, 계좌제 개념 모형과 추진모형을 ①학습이력 누적․관리, ②평가․인증․활용, ③학습자 지원이라는 준거에 기초하여 분석하였다. 그 결과 현 정부는 평생학습계좌제를 점진적, 체계적, 단계적으로 추진하고 있으나, 아직은 계획수립, 실시준비, 시범 실시단계에 머물러 있으며, 향후 보완, 해결해야 할 과제들이 산적해 있음을 확인해 볼 수 있었다. 이력누적관리 측면에서는 인프라로서의 정보시스템 구축 단계에 머물러 있고, 평가인증은 시범지역에서의 초등학력 수준 문해교육 연계 시범평가인증단계에, 학습자 지원은 예산제한 등으로 차상위 계층과 소외계층에 국한된 부분적인 소극적 정책 지원 단계에 머물러 있는 것으로 드러났다.
