The purpose of this study is to analyze pending issues and explore policy directions of the teacher compensation system. The study is based on theoretical examination and analysis on the principles used in determining teacher compensation. There are equity theory, subsistency theory, expectancy theory and some others lied in the principles of teacher compensation. The results of this study are as follows; First, the government should establish new teacher compensation system and stipulate a special law to treat teachers considerately. Second, it is necessary to establish a set of measures for the subsistency of teachers' cost of living based on their life cycle. Third, a merit-based compensation system could be introduced into the present compensation system. Fourth, it is necessary to discuss and come to an agreement about the reform of teacher compensation system among the parties concerned with it. Fifth, it is necessary to secure the finance of education in stability. Finally, it is desirable that improving teacher compensation system is discussed in close liaison with the other teacher policies.

지식기반사회에서 교원보수 정책은 우수한 교원을 확보하고 그들의 능력을 개발시켜 업무를 잘 수행할 수 있는 여건을 조성하는데 중요한 역할을 한다. 그러나 현행 교원보수 정책은 보수수준의 상대적 저하, 기본생활비 보장의 미흡, 불완전한 성과급제도, 그리고 정치․경제적 요인에 의한 보수체계의 왜곡 등의 문제점이 지적되고 있다. 이러한 문제점을 해결하기 위해 교원보수 정책은 정부의 일방적이고 획일적인 정치․경제 논리가 아닌 교육의 전문성이 중요하게 인식되고 교육의 논리에 따라 결정되고 집행되어야 한다. 본 연구에서는 현행 교원보수 정책의 문제점들을 해결하기 위한 방안으로 1) 별도의「교육공무원보수규정」제정 및 교원우대 특별법 제정, 2) 생계비 보장 및 생애주기(life cycle)에 따른 보수체계 수립, 3) 성과급제도 본래 취지에 부합하는 보상체계 도입, 4) 교원보수 이해당사자들의 참여와 합의, 5) 교육재정의 안정적 확보, 6) 타 교원정책과 연계한 교원보수정책의 개선을 제안하였다.
