The purpose of this study is to analyze the current trends of higher education restructuring in the United States, especially focusing on the new ways of the funding systems in Colorado and Virginia, and to provide policy implications on current higher education restructuring movements in Korea. With economical difficulties, states' financial strains, and influence of privatization and accountability, states have sought new ways for financial supporting systems. Among them, restructuring higher education finance systems in Colorado and Virginia represent well in terms of reflecting current issues of higher education in the USA. Colorado adopted the vouchers system which provides state appropriation directly to students and parents, not to individual institutions. Virginia's higher education restructuring has featured all public universities and colleges have three levels of autonomy depending on their financial strength and ability to manage their institutions. Currently the Korean higher education is under move entering the new era of systemic restructuring in order to pursue higher quality of education. The results of the case studies on Colorado and Virginia suggest that the government should change the way of supporting higher education institutions from supporting few selected elite institutions to support all qualifies institutions based on their abilities and capacities to achieve the nation's goals, and should allow all institutions more administrative and financial autonomies so that institutions are more actively involved in the restructuring process.

본 연구는 고등교육 재구조화라는 세계적 흐름과 맥락을 같이하여 최근 미국 고등교육의 재구조화 동향을 살펴보고자 하였다. 미국의 고등교육재구조화는 민영화 경향과 책무성 강화의 영향으로 대학등록금의 자율화 및 분권화, 바우처 제도의 도입, 헌장대학 및 협력적 계약 방식 등 주의 특성에 따라 다양하게 표출되고 있다. 콜로라도와 버지니아의 고등교육재구조화 노력은 이러한 흐름을 잘 반영하고 있어 이 두 주를 대상으로 정책의 형성 배경과 진행과정, 그리고 관련 쟁점을 분석하였다. 콜로라도와 버지니아의 고등교육재정 개혁은 서로 비슷한 문제에서 출발하였으나 사회적․경제적 여건과 정치적 환경에 따라 콜로라도는 바우처 제도로 버지니아는 협약대학으로 정책이 형성되었다. 이들은 정책의 초점, 적용 대상 및 범위 등에서 차이를 보이고 있으나 모두 책무성 강화를 대학의 자율성과 연계하고 있으며, 특히 주 전체의 책무성 강화를 위하여 모든 공립대학을 개혁 대상으로 하고 있다는 공통점을 갖고 있다. 콜로라도와 버지니아의 교육재정개혁이 현재 한국 고등교육 재구조화에 주는 시사점이 논의되었다.
