This study shows that policy makers uses policy strategically for his political purpose. And this study presents a methods of analysing policy languages politically. First, we can find political motives by analysing change of the metaphors of policy language. Second, we can tell how policy makers uses policy for his political interest by Kent Weaver's blame-avoidance strategy. So in this study analyzes Mr. Lee's 'English Ability Accomplishment by Public Education Policy's policy languages through blame-avoidance strategy which policy makers use. As a result, Mr. Lee's 'English Ability Accomplishment by Public Education Policy' has used many blame-avoidance strategies, which was for policy makers political interests. Education policy which is seriously important for it's country's future, should not be treated by policy makers political interests. But policy environment cannot be separated from politics of policy. So we should treat politics of policy as an important part of policy study. And it can contribute to a real problem solving in Korean education reality.

본 연구의 목적은 교육정책이 정책결정자의 정치적 의도에 의해 상황에 따라 전략적으로 사용되고 있음을 사례연구를 통해 밝혀내는 것이다. 정책의 정치성을 분석하기 위한 방법으로 문제의 인식과 정책대안제시의 단계에서 사용되는 정책언어에 사용된 은유가 시간의 흐름에 따라 변하는 현상을 분석하는 방법을 사용했다. 또한 정책결정자가 처한 정치적 상황에 따라서 정책을 전략적으로 이용하는 현상을 설명할 수 있는 Weaver의 비난회피동기이론을 바탕으로 이명박정부의 영어공교육 정책을 분석한다. 분석결과 이명박정부 영어공교육 정책의 추진과정에서 정책결정자의 비난회피전략사용의 현상을 발견할 수 있었다. 정책이 갖는 정치성의 필연성을 인정한다면 정책연구는 정책의 정치성 분석이 중요한 연구의 영역으로 자리매김할 필요가 있다는 것을 결론적으로 제시한다.
