Korean people had longed for local autonomy for a long time when it had not enforced since local autonomy had been considered as a very important policy for Korea's democracy and political development. However, Korean society has been lack of right understanding and recognition about local autonomy and has not been developed well information and its delivery system connected with local autonomy.It may be natural because local autonomy was stopped for 30 years. In the case of Korea, because of many factors like lack of understanding of municipality. Korea accepted the local autonomy of advanced-countries before we understood what the municipality was. Therefore, at this present we are repeatedly in the processes of trial and error to execute the system of local autonomy. The purpose of this research is to provide a conspectus of a legal character of municipal council to be fixated the system into the Korea society which fully reflected people's opinions and to seek a remedy of operation and activity after pointing out problems of the system of local council committees and analyzing the present conditions and management about every committee in Kunsan city council. In this research, I analyzed operate conditions of every committee from Kunsan city council in the third, forth, and fifty like managing of meetings, composition of committee, and reality of dealing agenda. By this analysis, I proposed alternative proposals to promote well-active every committee and municipal councils.First of all, composition and management of committees have to be improved. Secondly, the sessions of city council have to be adjusted appropriately to each local condition rather than fixed uniformly. Especially, to manage effective sessions, the order of days, which are legal meeting days must be 90 days, must improve the habit. Thirdly, to fixate the process of deliberation about budget settlement of accounts, when the committee members are designated for the Special Committee on Budget and Accounts, the members who majored social science or have special knowledge on it are designated .Through these improvement of systems, the revitalization of every committee on municipal councils will fixate a true parliamentary democracy reflected local residents' opinions not only restraint and criticism against local government's administration but also revitalization of function of policy decisions.

지방자치가 실시되지 못하던 시기 동안 지방자치의 실시는 한국사회의 정치발전, 즉 민주화를 위한 중요한 명제로 인식되어 왔으며 그 동안 지방자치에 대한 국민의 열망은 꾸준히 지속되어 왔다. 그러나 한국사회의 지방자치에 대한 올바를 이해와 인식은 상대적으로 아주 낮을 뿐만 아니라 지방자치와 관련된 정보와 그 전달체계는 더욱 발달되지 못하고 있다.지방의회에 대한 정보가 부족하고 일반시민의 이해가 잘못된 것은 30여년 동안 지방자치가 중단되었기 때문에 당연한 것인지도 모른다. 우리나라의 경우 여러 가지 요인에 의하여 자치의식이 발전하지 못한 상태에서 선진국의 제도를 도입함으로써 그 제도의 운영에 있어서 실효를 거두지 못하고 시행착오를 반복하고 있다. 본 연구의 목적은 주민의 의사가 충실히 대변되는 지방자치가 우리 사회에 정착될 수 있도록 하기 위해 지방의회의 법적 성격을 개관하고 군산시의회에 설치된 각종 위원회의 현황과 운영 실태를 분석ㆍ고찰한 후 지방의회 위원회 제도의 문제점을 지적하여 그 운영과 활동을 활성화시킬 수 있도록 그에 대한 개선 방안을 모색하는데 있다.본 연구에서는 지난 3대ㆍ4대ㆍ5대의 군산시의회 위원회의 운영 실태와 관련된 각종 위원회의 회의운영, 위원회 구성, 위원회별 안건 처리 실태 등을 중심으로 분석하였다. 이러한 분석을 통하여 지방의회의 각종 위원회 운영이 활성화되어 지방의회가 원활히 가동되기 위한 방안을 제시하였다.첫째로 위원회의 구성과 운영에서의 개선이 이루어져야 한다. 둘째로 지방의회의 회기도 획일적으로 규정하기 보다는 지역의 실정을 고려하여 적절하게 조정하여야 한다. 특히 효율적인 회기운영을 위해서는 법정회의 일수(90일)를 채우도록 의사일정을 작성하는 관행도 개선되어야 한다. 셋째로 예산 결산심의의 정착을 위해서 예산결산특별위원회의 위원 선임시 전문지식이 풍부하고 사회과학을 전공한 의원을 배정하여야 한다. 이와 같은 제도의 개선을 통해 지방의회의 각종 위원회의 활성화는 지방의회가 갖는 지방행정에의 견제 및 비판기능 뿐만 아니라 정책결정 기능을 활성화시켜 지역주민의 의사를 반영하는 지방행정이 이루어지게 함으로써 진정한 의회 민주주의를 정착할 수 있다고 생각된다.
