This study aims to explore methods to help underdeveloped countries and least developed countries train and utilize their adults in an ever-globalizing era where the world is forced into a unilateral economy. Many underdeveloped and least developed countries seek success stories from abroad although these success stories may not always meet the local conditions and fail to be a model. Since the 1960s the Republic of Korea focused support on human resources development which successfully led to high quality human resources who later became the driving force of the development of Korean economy. This study finds success stories of Korean human resources development of the past and of today and further proposes successful delivering methods of these stories to benchmarking countries. The representing success story chosen is the credit bank system, academia-industry cooperation project, a system of earning degrees through self-education, and vocational education and training for adults.

본 논문은 국제화가 급속히 진전되면서 세계가 단일 경제권으로 편입되는 상황에서 개발도상국들이 성인인력의 양성과 활용에 도움을 줄 수 있는 방안을 탐색하는데 목적이 있다. 많은 개발도상국가들이 외국의 좋은 사례를 필요로 하고 있으나, 일부 국가의 성공적 사례는 그 사례가 성공할 수 있는 여건이 당사국의 환경과 동떨어져 있어서 그대로 받아들이기에는 무리가 있다. 우리나라는 1960년대 이후 인력 자원에 집중적인 투자를 한 결과 많은 우수한 인력을 양성하여 활용할 수 있었고, 그 결과 경제발전의 성공을 이룰 수 있었다. 본 논문에서는 과거의 성공적인 사례뿐만 아니라 현재도 추진되고 있는 몇 몇 우수 사례를 고등교육과 성인교육 분야에서 찾아내어 내용을 논의하고, 어떻게 우리의 사례를 배우고자 하는 국가들에게 전달할 수 있을지 현실성 있는 방안을 구안하고자 하였다. 대표적인 우수 사례로 선정한 것은 학점은행제, 산학협력사업, 독학에 의한 학위취득제도, 성인직업교육훈련의 네 가지로 이 사례들을 적용하는데 고려해야 할 몇 가지 방향을 제시하였다. 그 방향으로 첫째, 접근방법에서 유연성을 기해야 한다는 점, 둘째, 제시된 모형을 개별 국가에서 추진할 수 있는 인력 양성이 포함되도록 해야 한다는 점, 셋째, 모형 적용 이후 추후관리가 수반되어야 한다는 점, 마지막으로 일방적으로 지원한다는 자세보다 인간적인 접근이 필요하다는 점 등을 제시하였다.
