Globalization time the upright degree of the nation integrity is going recently will represent a national competitive power as the importance of upright degree day by day culminating, When tries to analyze the various data which is announced recently upright degree of police, the former times improving a little, is going, is caused by in the various police corruption which is remaining so far gaze of the citizens who police and see only being cold, the fact that does today is actuality. There is to police organization and the upright degree must be emphasized different department organization and as will not be a margin re-theory is important. The reason rightly legal execution including order maintenance, taking charge of the task which is special provides a public service because is. Our police during that time in police of the working condition which is inferior and small salary inside the strong citizen, as the partner of the citizen finishes a divine calling sometimes and comes and with the criminal act which the favorable criticism part police officers is bizarre to be caused by, the police organized whole sale and delivery encounters in the crime group and sound will not be able to deny. So far the police integrity which is staying to a low-end level for a raising from police organization oneself to seek a problem point and the citizen and the organized member prepares the police integrity upright raising plan which all sympathizes to propel this continuously. The research which sees in world-wide first class police the baby boil about upright degree of the police organization which is endeavoring theoretical background including integrity observes the actual condition and hindrance concretely and sees, is further the Policy system froze for a raising the police integrity.

글로벌화 시대를 맞아 국가의 청렴도가 이제는 국가경쟁력을 대표할 만큼 청렴도의 중요성과 관심이 날로 고조되어 가고 있다. 최근 발표된 각종 자료를 분석해 보면 경찰의 청렴도는 예전보다는 조금 향상되어 가는 추세에 있지만, 아직까지 잔존하고 있는 각종 경찰 부패로 인해 경찰을 바라보는 국민들의 시선은 차갑기만 한 것이 오늘날 현실이다. 경찰조직에 있어서 청렴도는 다른 부처조직 보다도 강조되어야 함은 재론의 여지가 없을 만큼 중요하다. 그 이유는 바로 법집행을 비롯 질서유지, 공공서비스를 제공하는 특수한 임무를 담당하고 있기 때문이다. 우리의 경찰은 그동안 열악한 근무여건과 박봉속에서도 든든한 국민의 경찰로, 때로는 국민의 동반자로서의 소명을 다해왔다는 호평에도 불구하고 일부 경찰관들의 엽기적인 범죄행위로 인해 경찰조직 전체가 범죄집단으로 매도당해 왔음은 부인할 수 없다. 아직까지 낮은 수준에 머물러 있는 경찰청렴도 제고를 위해서는 경찰조직 스스로 문제점을 찾아 국민과 조직구성원 모두가 공감하는 경찰청렴도 제고 방안을 마련하고 이를 지속적으로 추진해 나가야 한다. 본 연구는 세계일류경찰로 나아가고자 노력하고 있는 경찰조직의 청렴도에 관해 이론적 배경을 비롯 청렴도 실태 및 저해요인 등을 구체적으로 살펴보고, 나아가 경찰청렴도 제고를 위한 정책적인 제언을 하고자 한다.
