This paper examines how the German EU policy has changed after its reunification, and what its political economic factors is. The result of the survey shows that Germany has reduced its burden share of the EU common budget and revealed different voting behavior from its previous pattern. Speaking in more detail, Germany has frequently opposed in the issue areas like agriculture, market competition, environment and energy. This policy shift has various causes. First, the tremendous reunification costs. Second, the public opinion toward the EU has deteriorated due to economic difficulties. Third, the interests in the domestic politics has dramatically changed.

이 글은 통일이후 독일의 유럽연합 정책이 어떻게 변화하였고, 그 원인이 무엇인지를 정치경제적 관점에서 살펴보았다. 분석 결과 독일은 유럽연합의 예산 분담금을 줄였으며, 각료이사회에서 영국보다 반대를 많이 하는 투표행태를 보였다는 사실을 발견하였다. 그리고 정책이슈별로는 농업, 시장경쟁, 환경, 에너지 등에서 독일의 입장을 관철하려는 태도를 보였다. 이러한 정책변화의 원인은 첫째, 과도한 통일비용이다. 둘째, 통일에 따른 경제적 어려움 때문에 국민의 유럽연합 지지도가 하락하였다. 그리고 마지막 요인으로 국내정치적 이해관계가 변화하였다는 것이다.
