This study aims to extract strategies on the multilateral international exchanges and cooperations among local government in Korea, Japan and China, as the result of SWOT analyzing on 'the Organization for the East Asia Economic Development (OEAED)'. The adopted method for this study is a descriptive and positive one based on a case study. The results of SWOT analysis will show the following suggestions for the development strategy of OEAED: 1. The suggestions as OEAED's vision are the building 'Pan Yellow Sea Economic Region' and the orientation of economic community. 2. The suggestions as OEAED's strategic value are pursuing the diversion of body to networking, information system, brand power, software programs, active projects, and governance. 3. The OEAED's strategic task are as followings; The decentralization of regional development and economy policy in the local government, The permanent establishment as the cooperative body, The construction of the free trade agreement and free trade zone among the pan Yellow-Sea cities, The making of pan Yellow-Sea's environment as ideal type, The producing system of new business, The strategy of pan Yellow-Sea tour brand, and The system of the exchanges and cooperations on technology. 4. The device for the activated system of OEAED has many projects and programs considering the operational, functional and substantial aspects.

본 연구는 '동아시아경제교류추진기구'라는 한중일 지방정부간의 다자간 국제교류협력체를 SWOT분석하여 그 결과를 통해 동 기구의 SWOT전략을 도출함으로써 동 기구의 효율적 운영과 활성화방안을 제시할 뿐만 아니라 한중일 지방정부간의 다자간 국제교류협력에 관한 정책제언을 하고자 하는 데에 주된 연구목적을 두고 있다. 동 기구에 관한 SWOT분석으로서, 먼저 동기구의 현황 및 특성 분석결과를 가지고 지방정부 다자간 국제교류협력체의 이상적 구성요소와 비교함으로써 동기구의 강점과 약점, 그리고 기회와 위협 요소들을 분석한다. 다음은 동 기구의 SWOT전략으로서, 분석결과와 시사점을 활용하여 동 기구의 S-O, S-T, W-O, W-T전략을 구상하며 전략맵을 작성하여 동 기구의 발전모델과 전략을 도출한다. 그리고 결론으로서 이상의 분석과 제안을 통해, 동아시아경제교류추진기구와 한중일 지방정부 및 도시정부의 국제교류협력에 관하여 정책제언을 한다.
