This study aims to investigate empirically how well primary school principals perform core competence, as perceived by the teachers of the school, and what aspect of core competency is thought to be important and necessary in managing the principalship, particularly in the times of rapid change when principals are destined to face a variety of challenges. To serve the purpose, a questionnaire survey was conducted onto a group of 400 elementary school teachers in Gyong-gi province who were selected on a random sampling technique. The analysis of the data, employing the SPSSWIN statistical program which includes t, F, and Scheffé tests, has confirmed the following observations. First, relatively high is the degree to which teachers perceive the level of the core competency performed by the principals, especially in such competency areas as the administrative and financial management, the management of the school vision and objectives, and the relation with the parents and the community. Second, relatively high is the degree to which teachers expected the level of the core competency to be performed by the principals, especially in such competency areas as the administrative and financial management, the organizational and personnel management, the management of the school vision and objectives, the development of the expertise of the teaching faculty. Third, relatively high is the degree to which teachers feel the gap between the perceived level of performance and the expected level of performance, especially in such competency areas as the change management in the school organization, the development of the expertise of the teaching faculty, the development of the curriculum together with teaching and learning.

변화하는 시대에 학교장은 학교 내․외의 다양한 요구에 부응하여 다양한 전문적인 직무 수행 능력을 발휘해야 한다. 이 연구는 학교 현장에서 초등학교장에게 특히 어떤 능력, 어떤 핵심 역량이 필요한가를 실증적으로 표명해보는데 목적이 있다. 이를 위해 무선 표집으로 선정된 경기도 지역에 근무하는 초등학교 교사들을 대상으로 설문조사를 실시하여, 343명으로부터 얻은 자료를 분석하여 다음과 같은 결과를 도출하였다. 첫째, 교사들은 학교장이 실제로 수행하고 있다고 느끼는 핵심 역량으로는 행․재정 관리 역량, 학교비전 및 목표관리 역량, 학부모와 지역사회관계 역량을 상대적으로 높게 인식하였다. 둘째, 교사들이 학교장에게 기대하는 핵심 역량으로는 행․재정 관리 역량, 조직 및 인사관리 역량, 학교비전 및 목표관리 역량, 교사 전문성 신장 역량을 상대적으로 높게 인식하였다. 셋째, 교사들이 학교장에게 기대하는 핵심 역량의 수준과, 교사들이 학교장으로부터 실감하는 핵심 역량의 수준 사이에는 상당한 차이가 있으며, 특히 학교조직 변화 관리 역량, 교사 전문성 신장 역량, 교육과정 개발 및 교수학습 역량에서 상대적으로 많은 차이가 있었다. 이 같은 연구 결과는, 학교 현장에서 학교장의 직무를 수행하기 위해서는 어떠한 역량 요소가 특히 요구되고 있으며 따라서 학교장의 교육행정 및 학교 경영 능력을 향상시키기 위해서는 어떠한 지도력의 요소의 개발에 보다 많은 역점을 두어야 하는지에 대한 시사점을 제공함으로써, 핵심 역량의 관점이 유용함을 지지하고 있다.
