Establishing a renewal plan and practical use of Jungam temple, which exists natural monuments, including national treasures and Gangwondo cultural materials, at Jungseon is as important as anything else. To discuss the renewal plan and the practical use of Jungam temple, this thesis is composed with the next series of processes. First, this thesis presents examining a relationship between Jajang, who was a buddhist monk and caused a departure point of foundation of the temple, and Jungam temple is necessary; thus, the relationship of his architectural consciousness and Jungam temple was showed in this thesis. Second, this thesis demonstrates present conditions for extant facilities and features of the space structure for Jungam temple to look into architectural characteristics of Jungam temple. Third, this thesis shows preservation of Jungam temple because this temple is the historic cultural resource; in addition, this thesis explains restoring of lost elements for points, repairing shipments regarding the whole area of preservation targets, expansion of the area nearby historic cultural resources to make plans for maintaining Jungam temple. Finally, this thesis concludes the final result of Jungam temple to work towards becoming the contemporarily historic cultural resource by designating Jungam temple as the historic site and suggesting energization by public participation and experience programs to continuously manage Jungam temple.

The attention paid to climate change due to energy consumption from fossil fuels leaves unaddressed other issues that might even be more threatening to global welfare. First of all we have the global depletion of fossil fuels. This, and the related economic effects, can put the world in direct disorder and leave many areas and cities without (a distribution of) resources (energy but also food). The second issue is that of materials. Many materials also face shortages or depletion and a transition to renewable source materials is just as urgently needed as are renewable energy sources. In both cases, depletion is the issue that must be tackled and which automatically will require us to develop a resource management structure that can be maintained in future. Such an approach will require the treatment of resources in a closed loop related to the time frame of use. The questions that should be addressed in this context are: How would a closed loop approach for the building sector look like? How could we assess building performance in this closed loop approach?

By the way, local assembly's information level falls behind than information level of administrative organization of local government.Therefore, this author judged one of method that heightens local assembly's information level is that local assembly takes advantage of present developed IT technology effectively.So, this research put emphasis of research to various IT technology practical use method of local assembly.Specially, our country's local assembly man are much insufficient their quality and ability as representative of Inhabitants that they achieve given role and function effectively to them as local assembly man.The author sees that the local assembly's insufficient quality and ability can be overcome by citizens' participation actively in local administration.If we can take advantage of developed IT technology effectively, citizens' participation about administration of local government may activate far.

지금까지 일본의 도시들은 용도지역과 같은 규제수법이 지역적인 상황과는 무관하게 주로 완만한 규제내용들이 설정됨으로 인해, 도시환경 관리차원에서 여러 가지 문제점들을 양산해 왔다. 저층 주거지역들은 용도지역에 의한 도시계획규제가 비교적 효과적인 관리수단이 되어왔다. 하지만, 최근에는 저층의 주거지역에 있어서도 부지세분화나 소형개발(Mini development)에 대한 규제수단의 부재로 도시환경의 질적 악화가 가속화되고 있다. 이러한 문제점에 대응하여 기성시가지 상업가로나 주거지를 중심으로 용도지역제도를 보완하기 위한 수단으로서 주민협정을 체결하고 있는 지구들이 급증하고 있다. 이러한 점에 주목하여, 이 연구의 목적은 다양한 형태의 주민협정제도가 안정적으로 정착되어 도시환경관리의 수단으로 활용되고 있는 일본 동경의 23구를 사례로 이들 주민협정 체결 지구의 현황, 운영 실태와 특징 등을 분석해봄으로써, 향후 안정기에 접어든 도시들에 있어서 중요한 기반이 될 저층주택지들의 주거환경보호를 위한 수단으로써, 주민협정제도의 도입과 활용을 위한 시사점을 제시하는 것이다.
There are several problems occurred in terms of urban environment management in Japan because they settled easing regulation and zoning in Japanese land use law unconcerned with local situation in many cities so far. The zoning system at low-rise residential area was relatively effective method for urban environment's control. However, the quality of urban environment has taken a sudden turn for the worse due to lack of regulation about land segmentation and mini development in low-rise residential area. To resolve this issue, various region sign resident agreement as complementary measures for zoning regulations and those districts are increasing to focus on commercial street, residential and built-up area. Therefore, main purpose of this research is concentrating a case study 23 district in Tokyo, Japan and analyzing their current condition, management status and features. Diverse type of residential agreement scheme already established in the region and it is more stable in a way of urban environment management. Finally it suggests many implications for introduction and utilization of resident agreement system and it will be useful basic study to conserve residential environment in low-rise housing area where will be essential base for further stable cities.
