이 연구는 한국 해양레저스포츠 인식과 제 문제, 즉 해양레저스포츠가 발전한 미국과 일본 해양레저스포츠 정책을 단편적이나마 자료 분석하여 발전적 정책방향을 제시하고자 하며 한국의 수상스키가 청평지역을 기반으로 정착하는 과정에 대한 연구의 필요성이 제기된다. 이 연구는 한국수상스키의 발전과정에서 국내에 수상스키가 도입되어 정착하는 과정을 미시적인 관점에서 조명하기 위함이며 이를 위해 국내에서 처음으로 수상스키를 시작한 지역인 청평호에서 왕성한 활동을 한 연구참여자를 선정하여 그들의 구술을 토대로 조명하고자 한다. 이 연구에서 도출된 내용은 두 가지로 다음과 같다. 한국의 해양레저스포츠 발전을 위해서는 보다 현실적이고 정확한 정책방향을 설정하고 모든 국민이 누구나 쉽게 해양레저스포츠 활동에 참여할 수 있도록 직ㆍ간접적인 기회제공과 지원을 해야 하며 해양레저스포츠시설 설치이용에 관한 법률 제정, 해양레저스포츠 산업촉진법 등 강력한 정책의 입안과 실천이 요구된다.

This study aims to suggest a progressive change in future policy making by analyzing the recognition of water sports in Korea and marine leisure sports policies of US and Japan. Furthermore, it is necessary to study how Korean water ski market took root centering Cheong Pyeong Lake. This study was conducted to highlight the process of the introduction and popularization of water ski in Korea in a microscopic perspective. In order to do this, study participants who started water skiing in Cheong Pyeong Lake area from the introduction phase were selected and surveyed Oral History. The results drawn from this study are as follows. For the development of Korean marine leisure sports, a more realistic and accurate policy should be established and direct/ indirect opportunities for all citizens to easily access water sport activities should be provided. Also planning and enforcement of powerful legislations such as laws on installation of water sport facilities and promotion of marine leisure. While the initial introduction of water ski in Korea was by the American who demonstrated water ski in Han river, the popularization of the sport begun from Cheong Pyeong lake. Seyoung Jung, the first president of Korean Water Ski Association, contributed to the initial popularization and the 1st Water Ski competition held in 1986 gave boost to his contribution. Therefore, a more concrete and thorough studies should be performed.

합법적 도박의 급속한 확산에 따른 도박의 부정적 영 향을 측정하고 예방하기 위해 여러 학문영역에서 많은 연구가 수행되고 있다. 연구 대상과 관심의 초점이라는 측면에서 볼 때 여기서는 연구의 경향을 크게 두 영역으로 구분해보고자 한다. 우선 미시적 접근은 도박하는 사람들 개인, 특히 ‘병리적 도박’을 연구대상으로 하는 영역이다. 심리학과 정신의학 그리고 신경과학이 대부분 여기에 속한다. 이러한 미시적 관점에 대한 대응으로 볼 수 있는 거시적 접근은 도박산업의 확장과 도박기회의 확대에 영향을 미치는 경제적, 정치적, 사회문화적 요인에 관심을 갖는다. 학문적 추세로 볼 때 미시적 연구의 성과는 연구비와 연구결과의 양적 측면에서만 보더라도 거시적 연구를 압도하여 왔다. 이 연구의 목적은 미시적 관점의 문제점을 살펴보고, 거시적 관점을 통한 도박연구의 중요성을 강조하는 데 있다. 먼저 지식담론으로 자리잡은 미시적 관점에 의한 ‘병리적 도박’의 구성논리를 방법론적 측면과 이데올로기적 측면에 초점을 맞추어 비판적으로 검토한다. 둘째, 도박연구에서 거시적 관점의 필요성을 설명하기 위해 신자유주의적 소비문화, 정보화 사회와 기술경제 체계, 그리고 국가의 도박합법화 논리와 치료적 개입 등을 중점적으로 논의한다.

As the gambling and gambling industry expands at the global level, much research on gambling has been done in several disciplines in order to measure and prevent the negative effects of gambling. In terms of subjects and focus of the research, this paper approximately divides research trends into two areas. The microscopic approach is focusing on individual, the gambler, especially ‘pathological gambling’. Psychology, Psychiatry, and Neuroscience mostly fall into this category. The macro approach, which can be seen as a response to the microscopic view, is concerned with economic, political and socio-cultural factors that influence the expansion of the gambling industry and the spread of gambling opportunities. The results of microscopic research have overwhelmed macroscopic research in terms of research funding and volume of research results. The purpose of this paper is to examine the problems of the microscopic perspective and to emphasize the importance of gambling research through the macroscopic perspective. Firstly, this paper critically examines the constructive logic of ‘pathological gambling’ based on the microscopic view, focusing on methodological and ideological aspects. Secondly, it mainly explain the neoliberal consumption culture, the information society and technology economic system, and the state’s gambling legalization and it’s therapeutic intervention in order to emphasize the need for a macro perspective in gambling research.

바빙크에 관한 학자들의 연구가 활발함에도 불구하고, 그의 유기적 관점에 대한 연구들은 소수에 불과하다. 지금까지 에글린턴과 볼트는 바빙크의 유기적 개념을 설명한 대표적인 학자들인 반면, 그들은 유기적 개념을 거시적인 측면에서 이해했다. 잘 알려진 바와 같이 넓은 관점에서의 유기적 개념은 세상의 통일성과 다양성을 설명하는 중요한 모티브였다. 하지만, 정작 유기적이라는 것이 정확히 어떤 요소들의 관계로부터 나오는지 설명한 학자들은 거의 없다. 본고는 바빙크의 유기적 개념의 출처를 미시적인 관점에서 명확하게 밝히려는 시도로 작성되었다. 유기적 개념의 미시적 원리는 은혜와 자연의 관계에 있다. 바빙크에게 은혜와 자연의 관계는 특별은혜와 일반은혜, 창조와 재창조, 교회와 세상, 천상의 세계와 지상의 세계 사이에 존재하는 다양한 유기적 관계들를 이해하는 중요한 실마리를 제공한다. 일반은혜는 특별은혜를 위해 주어졌는데, 이는 후자가 전자의 최종적인 목적이기 때문이다. 자연이 죄로 부패했음에도 불구하고 하나님은 사물의 본성 가운데 공동의 선을 위해 유지 및 발전할 수 있도록 하나님은 은혜언약을 맺으신 결과 자연은 다양성으로 충만하게 되었다. 더 나아가, 그리스도의 재창조 사역 가운데 은혜와 자연은 모든 세계 속에 존재하는 유기적 존재들을 티나 주름 잡힌 것이 회복시킬 것이다. 그러므로 은혜와 자연의 관계는 세상의 다양성 안에서의 통일성을 설명하는 유기적 개념의 미시적인 출처이다.

Thus far, while there have been substantial discussions of Herman Bavinck’s theology, only a few works have addressed the question of his organic perspective. Importantly, James P. Eglinton and John Bolt are the main figures to find that Bavink’s organic view is a motif to harmonize unity-in-diversity in the world. Although these scholars provide a reading of Bavinck’s organic perspective throughout Bavinck’s writings, they did not address the original place of the organic view in concrete. In face, the organic perspective needs to be read on the microscopic level, with which a close relationship between nature and grace would be explained. For Bavinck, the nature-grace relation provides a fundamental clue to understand various relationships between special grace and common grace, creation and re-creation, the church and the world, and heaven and earth. Common grace is intended for special grace, because the latter is the final purpose of the former. Despite the total depravity of the nature, God made a covenant of grace with nature, and thus explaining the possibility of reading cosmic becoming as development. Further, the nature-grace in re-creation restores the organic whole of the world, being represented to God without stain or wrinkle or any other blemish. Therefore, one can trace unity-in-diversity in the world through the relationship between nature and grace.
