본 논문은 나라장터 종합쇼핑몰 개선방향에 대해 구매자 피드백(Feedback), 다양한 제품 옵션(Option) 선택 기능, 결제절차의 간소화 및 만족에 관한 선행연구의 제안을 바탕으로, 실제 나라장터 종합쇼핑몰에서 전산장비 등을 구매 및 사 용하는 공공 및 산하기관 근무자들의 입장에서 개선 필요성과 만족에 대해 확인하기 위함이다. 이를 위해 기초설문과 심층 인터뷰를 바탕으로 경북지역 공공기관 및 정부산하기관에서 전산장비 등에 대해 구매경험이 있으며 실제 사용하는 전산직 및 비전산직 근무자를 대상으로 질적 사례연구를 통해 확인 하였다. 연구결과 구매자 피드백(Feedback)과 옵션(Option) 선 택 부분에 대해서는 개선이 필요하다는 결론과 결제절차의 간소화와 만족에 대해서는 근무경력에 따른 차이가 있다는 것을 확인하였다. 또한 공공 및 산하기관 연구 참여자들의 사용에 대한 내면의 의견을 확인 할 수 있었던 것이 가장 큰 기여도라 하겠다. 향 후 보완사항으로, 수도권 및 타지역 공공 및 산하기관의 근무자들과 일반 조달 제품에 대한 구매경험을 가진 공공 및 산하기관 다수의 근무자들을 대상으로 한 추가연구가 필요할 것으로 보인다.

This paper is based on the suggestions of the prior research on the buyer feedback, the selection of various product options, and the payment procedure improvements for Korea ON-line E-Procurement System(KONEPS), and this is to confirm the necessity of improvement and satisfaction from the viewpoint of the workers of the public and subordinate organizations the purchasing and using of the computer equipment in the actual KONEPS(Korea ON-line E-Procurement System). Based on the basic questionnaires and in-depth interviews, this paper conducts the qualitative case studies on IT and non - IT workers who had purchasing experiences for equipment at public institutions and government agencies in Gyeongbuk province. As results of the study, it was confirmed that the improvement is necessary for the buyer feedback and option selection part, and that there is a difference among the work experience for the simplification of the payment procedure and the satisfaction. In addition, the biggest contribution in the provided research is to categorize and to analyze the opinions on the use of public and relevant subordinate research participants. Additional work will be needed for a large number of workers in public and subordinate organizations who have purchasing experiences for handling various procurement products and those working in the metropolitan area and other public and subordinate agencies.

나라장터 또는 KONEPS (Korean ON-line E-Procurement System)라 불리는 국가종합전자조달시스템은 2002년 개시이래, 대한민국 공공조달의 핵심적인 시스템으로 자리잡아왔다. 본 논문에서는 이러한 국가종합조달시스템의 개시 이후 관련법령의 개정내용과 사용 중 발생되는 사용자 입장에서의 불편과 비효율적인 부분에 대한 실무적 개선방향에 초점을 맞추고 있다. 주요 국가별 정부조달에 대한 사례와 우리나라 국가종합전자조달시스템의 세부 프로세스 및 기능 등을 분석하고, 국가종합전자조달시스템의 개시이후 개정된 조달법령을 확인하였다. 국가종합전자조달시스템 사용자가 조달물품 구매를 위해 종합쇼핑몰에서 온라인 구매를 할 경우, 동일 제품을 일반 온라인 쇼핑몰 구매 시와 비교해 옵션 선택의 불편함과 구매 이후의 사용자 피드백에 대한 부분, 구매절차 일원화에 대해 초점을 두어 분석하였다. 본 연구는 국가종합전자조달시스템에서 구매 및 사용에 이르는 과정에서 발생하는 불편한 점과 비효율적인 부분에 대한 실무적인 개선방안을 제시하고 있다. 향후 본 연구에서 사용된 사례에 대한 연구모형과 조달법령기반 기능에 관한 설문을 토대로 실증 연구 및 공사계약에 관한 연구가 필요하다.

Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.
