This study is attempt to establishment of definition on the relationship between fire agency and community, and making alternate for efficiency managing of fire service activity according to this purpose, arranged that definition is as follow, that is solving fire problem of which occurrence and changing in community, other hand activity for positive and decentralization of power for upgrading the client-satisfaction feeling through make up fewer the residents fear from unsafe elements as a fires that confronted in community. Therefore, range of this study is as follow, that in first attempt to theoretical consideration on the relationship of fire agency and community, next is analysis of actual condition of fire safety, last is to do a plan for modeling of desirable fire prevention. activity in the community. For in this way, model of police and fire service activity in U.S.A. becoming theoretical background in this study and range of data confined by the public publication therefore part of fire suppression and rescue activity are excepted in this study. With related in this study, previous study and sample of U.S.A. take in reviewed, that is suggestion for application in korea these alternative is on the behavior legal and surrounding aspect for dimension of organization development. This alternative will be contribution grade up to confidence of fire agency activity in community. summary of these alternate is first, in order to improvement of administrator's behavior, attempt to work out way upgrading the quality of fire officials and promote ethical education, second, to relax of legal aspect, such as fire Act and regulation, last is that face up to residents confidence In order to driving these alternate, after all, it will probable through fire service officer's behavior changing and enforcing executive ethics, therefore in this study, main topic for solving problem is strong will of fire agency officers on the improvement for fire department with community relation ship. Now, in an era of 2nd terms local self-government. in korea, Fire agency is newly in array responsibility of local government and decentralization of power, and, through service and liability, fire officers must be concentration mind that to do promotion quality of lifetime in residents
