The purpose of this study is to examine the possibility of linking the Trans-Siberian Railway and the Dong-Hae Railway that runs through the east coast of the Korean Peninsula and also to direct to solutions that can cope with regional problems which have to be dissolved before the linking
is done.
The study mainly analyzes the potentiality and the controversial issue of the development of intermodal transportation, the plan of linking the TSR and the TKR, and the current re-connecting condition of the TKR.
In January, 2006, The Korean consignors rather sought for the cheap marine transportation than the railway transportation system due to a sudden rise of the TSR's transportation costs, therefore, the TSR lost its function as a route of the transit cargo bound for Europe. However, ever
since 2000, the TSR has been changed dramatically as an essential route that transports trading goods to Russia and Central Asia. It is because Russia's economy has rose up high due to the sudden rise of international oil price and Russia's consumption of Korean and Chinese trading goods has increased, and the Korean enterprises have expanded all over Russia and the Central Asia region.
Therefore, the east coast region of Gangwon province that is located near the far-east side of Russia happened to encounter a great opportunity that enabled the province to develop it's regional economy to grow and hasten the linking process of TSR and Dong-Hae Railway.
There is an urgent need to develop the infrastructure such as a railway construction from Wonju to Gangneung and augment the production of goods that are to be traded with Russia and Central Asia.

본 연구의 목적은 시베리아횡단철도(TSR)와 한반도 동해안을 종단하는 동해선 철도와의 연결 가능성과 지역적 대응방안을 밝히는 데에 있다. 이를 위해 본 연구에서는 TSR을 이용한 국제 컨테이너 복합수송체계와 그 발전과정, TSR과 한반도종단철도(TKR)의 연결 구상 및 TKR 복원사업의 진척상황과 이들의 문제점 등을 분석하였다. TSR은 2006년 1월의 운임의 급등 이후 통과화물의 대부분이 해상 운송으로 전환됨으로써 유럽행 통과화물 수송로로서의 기능을 거의 상실하였다. 반면에 국제유가 급등을 배경으로 한 러시아의 경제호황과 한국․중국산 소비재의 수입증대, 러시아 및 중앙아시아로의 한국기업의 진출 증가와 더불어 이들 지역으로의 수출입 화물의 수송로로서 크게 발전하고 있다. 이러한 상황은 TSR의 출발지인 러시아 극동지방에 근접 위치한 강원도 동해안지역에 있어서 TSR과 동해선 철도의 연결을 앞당기고 지역경제를 활성화할 수 있는 좋은 기회가 되고 있다. 그러나 이의 조기 실현과 실질적인 이익을 얻기 위해서는 원주~강릉 간 철도개설 등의 교통인프라의 확충과 러시아 및 중앙아시아와의 수
출입 물동량 확보를 위한 대책마련이 시급하다.
