This research focused on the strategic utilization of the IMD science and technology competitiveness measurement as a 'global competitiveness indicator' for the national science and technology management. This study was performed based on both theoretical study and 'IMD competitiveness analysis' case study. The result was as follows; for the competitiveness of national science and technology, R&D investment, R&D personnel, R&D environment and Intellectual property protection should be positively circulated and leveraged for the national R&D innovation. In terms of needs of times, this study regarding the strategic utilization of the IMD science and technology competitiveness measurement as a 'global competitiveness indicator' is anticipated to be a good reference for the strategy formulation of the national science and technology system and technology－related studies in coming years.

본 연구는 현재 글로벌 과학기술 경쟁체제하에서 국가과학기술경영 방향설정을 위하여 IMD국가과학기술경쟁력결과의 전략적 활용 방안을 고찰하는 것을 목적으로 수행되었다. 이를 위하여 IMD국가과학기술경쟁력의 개념과 분석체계를 심층 분석하였으며, 현재까지의 분석결과와 대응전략을 분석하였다. 이러한 이론연구를 통하여 국가과학기술경쟁력강화를 위해서는 투자, 인력, 환경, 특허 등의 요인이 선순환체계로 구축되어야 과학기술이 혁신을 이룰 수 있음을 고찰하였다. IMD국가과학기술경쟁력결과의 활용을 위한 제반 요인을 국가연구개발혁신관점에서 고찰한 본 논문은 향후 IMD보고서를 활용하려는 연구개발 조직 및 정책연구기관에게 큰 함의를 제공할 수 있을 것으로 기대된다.
