This study examined the problems of local journalism based on the cases from the Press Arbitration Commission in Kyungsangnam-do. The press arbitration system was established as a preliminary legal institute. The Korean government established the Press Arbitration Commission for the purpose of striking a balance between the media and the individuals. It is mainly aim at resolving libel dispute in which press freedom and individuals reputational rights clash.
This study examined the cases of the Press Arbitration Commission in Kyungsangnam-do from 2006 to 2007 to find out the problems of libel. This study examined four problems according to libel cases. First, "of and concerning plaintiff". In order for a libel statement to affect the plaintiff adversely, the reader must connect that statement with plaintiff. Sometimes this is a problem
because of the ambiguous statements or indirectly identify of plaintiff. Second, "a false statement" The journalist should write a true statement based on further investigation and follow the basic principles of reporting - precision, balance and objectivity. Third, at common law there was much confusion about whether a libel of opinion, as distinguished from fact. Because a strongly expressed unfavorable opinion could easily lower a person's reputation in the eyes of
others. Occasionally, the courts held that a statement could be libel only if it could be show to harm personal reputation. Fourth, false statement based on the record from public administration office. The journalists should double check the truth of the fact to reduce a false report.
In conclusion, the study emphasized the importance of education orre-education of the journalists.
