Youth facility policies and the specified standards have focused only on youth training activities so the existing youth facilities have been operated not responding to social changes and youth demands. As it is practically difficult to help youths with existing youth facilities, a new type of youth facility model should be developed. We need to find the methods to develop youth facilities with balance by distributing them to the regions and expanding the facilities. For this, 'Technology Support Association' composed of youth experts and youth facility experts needs to be established through improving the supports and operation direction by satisfying cultural needs of the youths according to the regional characteristics, and enforcing and supplementing youth related facilities and programs. There should be a plan for youth specialized facilities specified in laws to have facilities and equipment to perform youth activities of special purposes. To do this, we need to expand national youth facilities distributed to the provinces in order to develop the national land equally.

국가에서는 청소년육성 5개년계획(1993)에서 총 4,343 개소의 청소년수련시설을 확보하겠다는 총량적 목표를 제시하였으나 15년이 경과한 2007년 현재 730여개에 불과하다. 이러한 양적 절대 부족 이상으로 심각한 현상은 기존의 청소년수련시설이 더 이상 청소년의 호응을 받지 못할 뿐 아니라 심지어 기피시설이 되고 있다는 현상이다. 또한 2004년 청소년관련법 개정에 따라 청소년수련시설이외에 다양한 성격의 새로운 개념의 청소년 공간이 필요하게 되었다. 따라서 본 연구의 목적은 청소년관련법에서 필요로 하는 새로운 청소년시설을 활성화하고 이를 위한 제도적 방안을 제시하는데 있다. 이제 청소년의 자발적인 참여와 자율아래 새로운 문화가치를 창출하는 미래지향적 청소년을 배출하기 위해 청소년시설은 모든 청소년관련법에서 규정하고 있는 새로운 공간과 시설에 관한 연구가 필요하다. 따라서 청소년관련법상의 새로운 시설유형 개념정립과 모형개발이 필요하며 이러한 다양한 청소년관련시설을 통합적으로 지원하고 관리하기 위한 시설정책을 제안하였다.
