- This study focuses on public ethics of policeman. In order to enhance the ethical standards of police civil servants, the government has to prepare a practical conduct and a detailed model program for strengthening ethics of police. Moreover, anti-corruption education for policemen is being reinforced.From another perspective, the low salary level of public officials is often cited as a main cause of police corruption. Therefore, the government should provide to increase the remuneration of policemen to the level of a developed countries or private sector benchmark in the mid-term. The issue of police corruption has been and will continue to be pursued in connection with the ambitious New government of Noh Moo Hyun police reform plan aimed at creating a sustainable but efficient government
