This study analyzes 3,018 project records from Korea's TIPS program (2014?2023) to trace the evolution of deep tech, drawing on Isenberg's entrepreneurial ecosystem theory and Rogers' S-curve diffusion theory. Deep tech was identified by extracting keywords from project titles and matching them against Korea's 12 National Strategic Technologies. The deep tech share rose from 29.6% to 50.8%, with generational averages (23.7%→44.6%→50.2%) following the S-curve's introduction, growth, and maturity stages. The 2015 drop reflects a paradox of early expansion, while the 2019 surge aligns with the National AI Strategy. Focus also shifted from soft (AI, software) to hard deep tech (semiconductors, energy, materials). Among Isenberg's domains, policy, finance, supports, and markets acted as institutional mechanisms, whereas culture and human capital appeared as spillovers. The findings suggest aligning technology policy with ecosystem direction, diversifying beyond AI, and using the deep tech ratio as an indicator of ecosystem maturity.

본 연구는 2014~2023년 TIPS 프로그램 지원 과제 3,018건을 분석하여 TIPS 생태계 내 딥테크 과제의 구성·비중 변화 추이를 실증적으로 분석하고, 이를 Isenberg(2011)의 창업생태계 이론과 Rogers(1962)의 기술 확산 S곡선 이론으로 해석하였다. 원천 데이터에 기술 키워드가 없는 제약을 극복하기 위해 과제명 텍스트에서 딥테크 키워드를 직접 추출하고 12대 국가전략기술 체계를 준거로 삼는 분류 방법론을 자체 개발하였다. 분석 결과 TIPS 과제 내 딥테크 비율은 2014년 29.6%에서 2023년 50.8%로 증가하였고, 세대별 평균이 도입기·성장기·성숙기의 S곡선 패턴과 유사한 궤적을 보였다. 2015년 급락은 프로그램 급속 확장기의 초기 확장 역설로, 2019년 급등은 AI 국가전략 및 TIPS 운영사 AI 우대 정책과 시기적으로 연동된 결과로 해석된다. 기술 유형은 초기 소프트 딥테크(AI·SW)에서 후반기 하드 딥테크(반도체·에너지·소재)로 확장되는 구조적 전환을 보였다. Isenberg의 정책·자금·지원·시장 4개 영역은 딥테크 기술혁신과 밀접히 연동되는 기제로, 문화·인적자본은 그 파급효과로 해석하였다. 다만 본 연구의 딥테크 비율 지표는 생태계의 기술 지향성 변화를 보여주는 대리 지표로, 개별 기술의 고도화를 직접 측정한 것은 아니다.
