This study empirically decomposed the impact of the COVID-19 pandemic on the decline of Seoul Metro ridership into the "acceleration of existing downward trends" and "new structural pattern changes." Using the monthly boarding and alighting data of Seoul Metro (Lines 1–8) from 2000 to 2023, a counterfactual baseline was constructed, and a dual decomposition framework was applied. The analysis results showed that a significant structural break (F=413.07) occurred in early 2020, and only 27% of the total ridership decline was explained by the extension of existing trends, while more than 73% appeared to be a COVID-19-specific structural shock. The recovery trajectory showed an 'L-shape' and remained at 92.8% of the pre-COVID-19 level as of December 2023, confirming concerns about a permanent demand loss. Subway Line 2 had the highest trend acceleration ratio (37%), and Line 4 had the highest recovery rate (96.8%). Hence, public transit demand has moved beyond a temporary decline and entered a 'New Normal', highlighting the need for a fundamental structural transformation of public transit services.
