Developing traffic safety countermeasures requires joint consideration of site-specific safety problems and road environments. To support this process, this study applied QLoRA fine-tuning, including the vision encoder, to Gemma 4 26B-A4B using training data that combined text with panoramic images of each location, thereby developing a multimodal language model specialized for traffic safety and examining the similarity of its outputs to expert countermeasures and their generation patterns through quantitative and qualitative evaluation. The evaluation results showed that the developed model tended to generate countermeasures that were semantically consistent with the ground truth even when phrased differently, while repetitive generation was observed in one of the 208 evaluation samples. This demonstrates the feasibility of multimodal language models in the traffic safety domain by directly incorporating visual information on the road environment into the countermeasure generation process and jointly conducting quantitative and qualitative evaluation.
