With the increasing frequency of localized and extreme rainfall events due to climate change, there is a growing need to quantitatively assess the effects of rainfall on urban traffic operations. This study analyzed changes in average travel speed on urban roads under rainfall conditions using vehicle driving data and meteorological observations. The analysis used 15-minute average travel speed data collected from 453 links associated with 46 intersections and hourly rainfall data provided by the Korea Meteorological Administration. Three rainfall days and three non-rainfall days were matched by the same day of the week and time period to minimize temporal traffic variability. Descriptive statistical analysis showed that the average travel speed was 26.681 km/h under non-rainfall conditions and 26.359 km/h under rainfall conditions, indicating a reduction of 0.322 km/h during rainfall. The Kolmogorov-Smirnov test also confirmed a statistically significant difference between the travel speed distributions under the two conditions. A linear mixed-effects model was applied considering time period, day type, number of lanes, and speed limit. Under the reference condition, rainfall reduced average travel speed by 0.836 km/h compared with non-rainfall conditions. Significant interaction effects were also identified between rainfall and time period, day type, and number of lanes, indicating that rainfall impacts varied across temporal and roadway conditions. In addition, SMOTE-based data augmentation was used to compare travel speed distributions across rainfall intensity thresholds. The speed differences between non-rainfall and rainfall conditions were relatively greater in the upper percentiles of the travel speed distribution. These findings can support traffic operation and safety management strategies under rainfall conditions.
