Local transport-sector greenhouse gas policies require emissions data that reflect actual vehicle operating conditions and emission locations. This study developed an emission estimation methodology that simultaneously incorporates speed, acceleration, deceleration, and road grade from second-by-second vehicle trajectories. A composite correction-factor model was proposed for supplementary application to Korea's approved national greenhouse gas emission factor equations for 16 vehicle subcategories. Using a MOVES-Matrix framework based on the U.S. EPA MOVES model, a database of 19,968 combinations of vehicle subcategory, speed, acceleration or deceleration, and road grade was built. Only 1.12% (224) of the combinations yielded identical correction factors under the composite and the conventional single-factor methods. Where acceleration or deceleration coincided with an uphill or downhill grade, the single-factor method produced structural differences because it does not represent interactions among driving factors. The mean correction-factor difference between the two methods was largest for buses, at 14.89-fold, under the most extreme condition of the analysis domain (+3.0 m/s², +6% grade); as this condition is rarely sustained in real driving, the value should be regarded as a bound of the analysis domain rather than a typical difference. In an illustrative travel scenario constructed under assumed real-world driving conditions, composite-factor estimates were 127.2% (passenger cars), 203.5% (buses), and 124.0% (trucks) of the estimates from Korea's conventional VKT- and speed-based method. Refining the input data to second-by-second resolution alone changed the estimates by only −1.2% to +9.6% relative to the approved equations, indicating that reflecting acceleration, deceleration, and road grade matters more than temporal resolution. Relative to the composite method, single-factor estimates were higher by 9.7% (passenger cars) and 15.6% (buses) and lower by 6.1% (trucks). These results show systematic differences between speed-centered estimation and estimation that reflects driving state. The proposed database enables second-by-second trajectory-based estimation while maintaining consistency with Korea's approved national framework, and it can support the identification of high-emission road segments, the evaluation of traffic-operation measures, and the development of reduction strategies tailored to local governments.
