[Purpose] This study aimed to identify the key policy factors of Korean sports clubs from the perspective of the public sports service delivery system and to propose a policy model for their sustainable development. [Method] A qualitative content analysis was conducted using academic literature, policy documents, and expert opinions related to Korean sports clubs. The collected data were analyzed through iterative coding and categorization. [Result] The analysis identified 314 meaning units, which were classified into 24 subcategories, 11 generic categories, and four main categories: (1) establishing a public sports service delivery system, (2) ensuring the sustainability of the operational system, (3) strengthening publicness, and (4) reinforcing the policy foundation. Based on these findings, a policy model was developed in which the policy foundation, operational system, service delivery system, and publicness are systematically interconnected. [Conclusion] Korean sports clubs should be redefined as core platforms for delivering public sports services rather than as independent sports organizations. Establishing an integrated policy support system centered on the public sports service delivery system is essential for strengthening the sustainability and public value of Korean sports clubs.

[목적] 본 연구는 공공체육 서비스 전달체계 관점에서 한국형 스포츠클럽의 핵심 정책요인을 도출하고, 이를 바탕으로 한국형 스포츠클럽의 정책 방향과 공공체육 서비스 전달체계 기반 정책모형을 제시하는 데 목적이 있다. [방법] 이를 위해 스포츠정책 및 스포츠클럽 운영 전문가의 의견을 함께 활용하여 귀납적 내용분석을 하였다. 수집된 자료는 반복적인 개방코딩과 범주화 과정을 거쳐 의미단위, 소영역, 중영역 및 대영역으로 구조화하였다. [결과] 분석 결과 총 314개의 의미단위에서 24개의 소영역, 11개의 중영역 및 4개의 대영역이 도출되었으며, 핵심 정책요인은 공공체육 서비스 전달체계 구축, 운영체계의 지속가능성 확보, 공공성 확대 및 정책 기반 강화로 나타났다. 이를 바탕으로 정책 기반, 운영체계, 전달체계 및 공공성이 유기적으로 연계되는 공공체육 서비스 전달체계 기반 한국형 스포츠 클럽 정책모형을 제안하였다. [결론] 한국형 스포츠클럽은 개별 조직 중심의 정책에서 벗어나 지역사회 공공체육 서비스를 연결하는 핵심 플랫폼으로 재정립되어야 하며, 이를 위한 통합적 정책지원체계 구축이 필요함을 시사한다.
