This study addresses ethical issues in AI training data as lifecycle-wide concerns extending beyond data collection to preprocessing and labeling, privacy protection, bias assessment, the exercise of data subject rights, data disposal, and retraining. It proposes a governance framework that connects these processes within a single accountability structure. The GDPR, EU AI Act, OECD and UNESCO recommendations, Korea’s Personal Information Protection Act, Guidelines for Pseudonymized Information Processing, and AI Basic Act are compared across five dimensions: legal basis for processing, documentation artifacts, bias assessment, auditability, and data subject rights. The comparison shows that the frameworks differ less in their underlying ethical principles than in the binding force of their requirements and the specificity of the artifacts used to demonstrate implementation. Based on the regulatory comparison and prior research, this study organizes the data-processing lifecycle into five stages and distinguishes three accountability layers, linking each stage to corresponding records, responsible actors, and assessment indicators. The framework is then applied to the Iruda and Clearview AI cases by mapping the grounds stated in publicly available enforcement and judicial documents to the relevant stages and accountability layers. This case application is intended to examine whether different violations can be classified and compared using a common structure rather than to empirically validate the framework’s operational effectiveness. Finally, this study defines ethical consensus not as a one-time act of consent, but as an operational principle that requires organizations to document decisions and their implementation throughout data processing and to subject them to continuous review.
