A Survey Study on the Operational Status of School Environmental Education and Teachers’ Needs : Focusing on the Case of Busan Metropolitan City
This study aimed to diagnose the operational status of school environmental education in Busan Metropolitan city, South Korea, and to identify the competencies and needs of the teachers who carry it out, on the premise that translating national environmental education policy into classroom practice requires an empirical understanding of both. A survey administered to K-12 teachers including special education teachers in Busan collected 502 responses comprising closed-ended items on operational status, teacher competencies, and needs, together with four open-ended items. The quantitative and qualitative data were analyzed in parallel and integrated through a convergent parallel mixed-methods design. Five findings emerged from the joint display of the two strands. First, the greatest structural difficulty was a shortage of resources and teaching materials, which ranked first in both the closed-ended (50.6%) and open-ended (37.4%) responses. Second, 97.8% of the teachers held no degree or certification related to environmental education and teachers themselves cited a lack of professional competence as a major difficulty. Third, localization needs converged on the ocean, estuary, and port, ranking high in both preferred training topics (ocean ecology 35.3%, sustainable cities and ports 29.5%) and proposed textbook themes (ocean and marine ecosystems 39.4%, the top choice). Fourth, these localization needs were distributed uniformly across coastal and inland districts, confirming that teachers share a common sense of Busan’s environmental identity regardless of where they work. Fifth, teachers’ needs converged on policy support combining expanded training, material development, and budgetary provision. The study provides an empirical basis for developing Busan-specific environmental education standards, teaching materials, teacher training, and an online platform that reflect the city’s environmental identity.
