This study reconstructs Korea’s Physical AI policy from 2003 to the 2026 Three Mega-Projects and diagnoses its structural issues with a three-layer framework combining innovation system functions, policy-mix characteristics and transformational failures. Across five phases, the policy frame shifted toward societal transformation, while instruments stayed supply-oriented. Resource mobilization and knowledge diffusion are fulfilled, but market formation and legitimation are not; most issues converge on directionality and coordination failures. Compared with the United States, Japan and China, Korea follows a compressedmobilization model, strong in inputs but weak in institutions. Conceptualizing Physical AI as an embeddedcomplementarity general-purpose technology, the study proposes a verifiable goal system, statutory coordination, an action-data commons and demand-side market formation.

Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
