도시재생 사후관리 조례의 지속가능성 제도화 수준과 개선방안 : 국내 50개 조례의 지시적 내용분석
Institutionalization of Sustainability in Local Ordinances on the Post-Project Management of Urban Regeneration : A Directed Content Analysis of 50 Ordinances in Korea
This study analyzed the institutionalization of local ordinances for sustaining urban regeneration outcomes after project completion. All 50 relevant ordinances in force as of July 1, 2026 were coded using 16 indicators across four domains, with intercoder reliability of Krippendorff’s α=.803. The composite institutionalization ratio was 54.9%. Ordinance provisions were highest at 79.3%, whereas financial support was lowest at 33.3%. Mandatory planning was specified in 37 ordinances (74.0%), explicit multiyear support in 3 (6.0%), and policy feedback in 22 (44.0%). Financial continuity, role allocation, interdepartmental coordination, and linkage among core provisions remained weaker than planning and evaluation. A sustainability-oriented cyclical ordinance model linking mandatory planning, phased financing, shared-responsibility governance, and policy feedback was proposed.

본 연구는 도시재생사업 종료 후 성과의 지속을 위한 지방자치단체 사후관리 조례의 제도화 수준을 분석하였다. 2026년 7월 1일 현재 시행 중인 관련 조례 전체 50건을 4개 영역과 16개 지표로 코딩하였으며, 코더 간 신뢰도는 Krippendorff’s α=.803이었다. 16개 지표의 합성점수를 기준으로 한 전체 제도화 비율은 54.9%였다. 조례 영역은 79.3%로 가장 높았으나 재정지원 영역은 33.3%로 가장 낮았다. 계획수립을 의무화한 조례는 37건(74.0%), 다년도 지원을 명시한 조례는 3건(6.0%), 정책환류를 구체화한 조례는 22건(44.0%)이었다. 현행 조례는 계획과 평가에 비해 재정의 지속성, 역할배분 및 부서 간 협업이 취약하였으며, 핵심 조항 간 연계성도 낮게 나타났다. 이에 의무적 계획수립, 단계형 재정지원, 공동책임형 거버넌스 및 정책환류를 연계한 지속가능성 순환조례 모형을 제안하였다.

Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
