This study explored the role perceptions and practical challenges of education staff at public medical institutions through in-depth interviews with 10 participants, using qualitative content analysis. The core theme identified was "The Stagnant Process of Establishing a Professional Domain in Public Health Education Amid Multilayered Barriers." Four categories were identified: "Role Conflict and Deferred Role Identity Amid Diversified Job Responsibilities," "Stagnation of Resource Supply and Workplace Feedback Due to Structural Constraints," "Discontinuity in Expertise Accumulation Amid Organizational Utilitarian Perceptions," and "Negotiating the Gap Between Policy Imperatives and Diverse Realities." Participants experienced difficulties in clarifying their roles and accumulating professional expertise under these circumstances. The findings suggest the need to clarify the roles and responsibilities of education staff, strengthen organizational support for educational operations, and provide policy support from a long-term perspective to promote the sustainable development of education.

본 연구에서는 공공의료기관 교육담당자 10명을 대상으로 심층면담을 실시하고 질적 내용분석을 통해 이들의 역할 인식과 실무적 어려움을 탐색하였다. 분석 결과 핵심 주제는 ｢다층적 장벽 속에서 정체된 공공보건의료 교육의 전문영역 구축 과정｣이었으며, 4개의 범주로 ‘직무 다변성 속에서의 역할 갈등과 정체성 유예’, ‘구조적 한계에 부딪힌 자원 수급과 현업 환류의 정체’, ‘조직의 효용주의적 인식과 전문성 축적의 단절’, ‘정책적 당위와 다변적 현실 사이의 괴리 조율’이 도출되었다. 참여자들은 이러한 상황에서 교육담당자의 역할을 명확히 정립하기 어렵고 교육의 전문성을 축적하는 데에도 어려움을 경험하였다. 이에 교육담당자의 직무와 역할을 명확히 하고, 교육 운영을 위한 조직적 지원을 강화하며, 교육의 지속적인 발전을 고려한 장기적 관점의 정책적 지원이 필요함을 제언한다.

    Ever since next generation convergence technology became one of the most important industries in the nation, computing professionals have encountered a growing number of challenges. Along with scholars and colleagues in related fields, they have gathered in avariety of forums and meetings over the last few decades to share their knowledge, experiences and the outcome of their research. These exchanges have led to the founding of the International Next-generation Convergence technology (INCA) on December 1, 2015. INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
