Korean rail freight declined from 53.53 million tons in 1996 to 23.62 million tons in 2022. However, where the decline concentrated and why remain little examined. Using the Railroad Statistics Yearbook and KORAIL statistics, this study traces the commodity and distance structure of rail freight and examines the causes of decline through cement. A shift-share decomposition of Korea Cement Association data by mode separates this change into demand and modal share effects. First, cement and containers dominate rail freight, their combined share rising from 66.7% (2015) to 73.8% (2022) in the Yearbook and from 75.2% (2021) to 76.8% (2025) in KORAIL statistics. Second, between 2021 and 2025 cement declined sharply by 49.7% while containers fell only 8.8%, and the largest commodity changed in 2023. Third, 86.9% of cement moved within the 100–200 km band, against 68.6% of containers above 300 km. Decline rates were generally greater for commodities with shorter average transport distances. Fourth, the shift to road accounts for 84.5% of the reduction in rail cement transport in 2013–2024 and 72.9% in 2021–2024. In 2013–2024 total cement shipments contracted only 9.5%, while rail carriage fell 61.3% and road carriage rose 46.3%. This is a reverse modal shift, running counter to the direction of carbon neutrality policy. Containers became the largest commodity not through gains in competitiveness but because others declined more steeply. Because the decline stems from the shift to road, policy review is warranted. However, since transshipment costs are independent of distance, maintaining rail access infrastructure is more realistic than recovering short-haul volume.
