This study explores how university students are formed as participatory actors and how their roles change within urban regeneration processes, based on a case study of the Bongmyeong District urban regeneration project in Cheonan, South Korea. Using a qualitative case study approach, data were collected from official reports, project documents, and participant interviews from 2023 to 2024. Process tracing and content analysis were applied to examine student participation across four stages: preparation, planning, capacity-building, and implementation. The findings indicate that student participation evolves from extracurricular and idea-based involvement into active implementation roles through continuous engagement in consultation, coordination, and field-based activities. However, such participation remains largely limited to the project period and does not sufficiently extend into post-project continuity. This study suggests that university student participation should be understood as a process of actor formation through staged experiences and interactions, and highlights the need for structured operational frameworks and sustainable linkage systems in university–community urban regeneration projects.
