This study examines the determinants of disenfranchisement in criminal cases involving violations of the Urban and Residential Environment Improvement Act. Using 377 first-instance criminal court decisions rendered between 2018 and 2025, a logistic regression model was employed to identify factors affecting the likelihood of disenfranchisement. The results indicate that offenses directly undermining the fairness of decision-making processes, particularly bribery-related offenses, significantly increase the probability of disenfranchisement. In addition, the frequency of violations and the financial scale of unauthorized contracts and borrowings were found to have significant positive effects. Conversely, mitigating factors, such as the absence of actual financial harm to the association and the defendant’s remorse, significantly reduced the likelihood of disenfranchisement. These findings suggest that courts consider not only legal violations but also their severity, financial impact, and post-offense circumstances. This study provides empirical evidence on the determinants of disenfranchisement and improves the predictability of sentencing outcomes in urban redevelopment-related criminal cases.
