목조문화유산 AIoT 방재설비의 성능기반 설치기준 개선 방향
Improvement Directions for Performance-Based Installation Standards of AIoT Disaster Prevention Facilities in Wooden National Heritage
Disaster prevention facilities for wooden national heritage are expanding from wired configurations centred on automatic fire detection systems toward AIoT configurations that combine wireless fire and environmental sensors, video surveillance, edge analysis units and remote monitoring platforms. The current regulatory framework, however, remains limited to designating heritage buildings as objects of fire-fighting system installation and applying the fire safety performance standards of individual devices. It therefore does not govern the installation environment of AIoT devices, which is characterised by continuous power supply, wireless connectivity and the distributed placement of numerous units. Heat generated by devices attached directly to combustible timber members, degradation of communication quality in outdoor exposed environments, reduced inspectability of concealed installations, and the requirements of authenticity and reversibility are issues that general building service standards cannot adequately address. This study analyses the performance-based regulatory structure adopted by the technical standards for intelligent home network facilities in apartment housing, and examines its transferability to wooden national heritage from the perspective of heritage applicability assessment. Performance-based thermal management, pre-completion system verification distinct from product certification, local autonomy during external network failure, and life-cycle management based on device registers were judged to be transferable. Conversely, provisions premised on concealed installation, enclosure-centred thermal management and continuous mains power require redesign around non-invasive fixing, reversible detachment, avoidance of direct contact with timber members, minimisation of visual intrusion, and autonomous low-power operation. On this basis, improvements are proposed for six areas together with a risk-based tiered application scheme.

목조문화유산의 방재설비는 자동화재탐지설비를 중심으로 한 유선 구성에서, 무선 화재·환경 센서, 영상감시, 에지 분석 장치와 원격 관제플랫폼이 결합된 AIoT 구성으로 확장되고 있다. 그러나 현행 제도는 지정문화유산을 소방시설 설치대상으로 지정하고 개별 설비의 화재안전성능기준을 준용하는 구조에 머물러 있어, 상시전원·무선연결·다수 장치의 분산배치를 특징으로 하는 AIoT 장치의 설치환경을 규율하지 못한다. 특히 가연성 기재인 목부재에 직접 부착되는 장치의 발열, 옥외 노출환경에서의 통신품질 저하, 은폐 설치에 따른 점검성 저하, 원형보존성과 가역성 요구는 일반 건축물의 설비기준으로는 다루기 어려운 문제이다. 본 연구는 공동주택 지능형 홈네트워크 기술기준이 AIoT 환경에 대응하기 위하여 채택하고 있는 성능기반 규제구조를 분석하고, 이를 목조문화유산에 전이할 때의 적용성과 제약을 문화유산 적용성 평가 관점에서 검토하였다. 검토 결과 성능기반 열관리, 제품인증과 구분되는 준공 전 시스템 검증, 외부망 장애 시 로컬 자립, 장치대장기반 생애주기 관리는 전이 가능한 항목으로 판단되었다. 반면 매립설치와 함체 중심의 열관리, 상시전원 공급을 전제로 한 규정은 목조문화유산에 그대로 적용하기 어려워 비침습 고정, 가역적 탈착, 목부재 직접접촉 회피, 경관 저해 최소화, 자립전원과 저전력 운전을 전제로 재설계되어야 한다. 이를 바탕으로 적용범위, 설치원칙, 열안전, 통신성능 검증, 전원 및 장애대응, 유지관리의 여섯 영역에 대한 개선안과 위험도 기반 차등 적용방안을 제시하였다.

○ 최근 문화재는 다양한 각종 재난에 노출되어 화재뿐만 아니라 기후변화에 의한 풍수해피해, 지진피해, 낙뢰, 병충해피해 등 다양한 자연재난 및 사회재난으로부터 문화재가 훼손되고 있다.
○ 2005년 산불의 확산으로 인한 낙산사 경내 문화재의 피해, 2008년 방화로 인한 국보 1호 숭례문 소실은 전 국민을 슬픔과 충격에 빠뜨렸다. 계속되는 문화재의 재난발생은 문화재방재에 대한 필요성과 중요성을 각인시키면서 문화재방재분야의 학술활동단체 설립이 요구되고 있다.
○ 기존 문화재 관련 학회는 문화재의 고고학적 의미 등을 주요영역으로 다루고 있다. 그러나 문화재방재학회는 자연재난, 사회재난으로부터 문화재를 지키고 보존하기 위한 학술적 영역의 의미를 가진다. 문화재방재학회는 타 학회와 차별화된 고유의 영역으로 자리매김 할 것이며 이를 설립의 취지로 한다.
