A Causal Structure Analysis of Weapon System Acquisition-Operation Process Using System Dynamics : Focusing on the ROC and Threat-Response Interaction
This study analyzes the structural dynamics of the weapon system acquisition process from a System Dynamics perspective, with a particular focus on the interaction between the Required Operational Capability (ROC) and the threat-response cycle. Recent armed conflicts—most notably the Russia-Ukraine war and the Iran-Israel confrontation—have demonstrated that modern warfare is no longer determined solely by the initial performance of weapon systems, but increasingly by the speed of adaptation, software-driven evolution, and field-level upgradability. Using Causal Loop Diagrams (CLDs), t he s tudy i dentifies four core feedback l oops gov erning t he acquisition-operation system: (R1) a traditional threat-driven reinforcing loop representing arms-race escalation; (R2) an adaptive reinforcing loop in which battlefield feedback, software updates, and field modifications continuously raise effective ROC; (B1) a complexity-balancing loop in which rising performance demands erode interoperability and lengthen development cycles; and (B2) a sustainment-balancing loop in which maintenance burden suppresses operational availability. The integrated structural interpretation reveals that the dominant driver of weapon system effectiveness is shifting from static performance superiority toward adaptive velocity. Applying Meadows’ leverage points, the study proposes four institutional interventions tailored to the Korean defense acquisition system: (i) an adaptive acquisition track linked to the Rapid Acquisition Program and AX-Sprint mechanism, (ii) software-defined weapon system design, (iii) modular open systems architecture (MOSA), and (iv) sustainment-by-design. The study reframes modern warfare as competition among evolving systems rather than among completed platforms.

시스템 다이내믹스(System Dynamics) 관점에서 무기체계 획득 과정의 구조적 동학을 분석하며, 특히 작전운용성능(ROC)과 위협-대응 사이클 간의 상호작용에 초점을 맞춘다. 최근의 국제적 분쟁을 볼 때 현대전이 더 이상 무기체계의 초기성능에 의해서만 결정되지 않으며, 점차 적응의 속도, 소프트웨어 중심의 진화, 그리고 야전 수준의 업그레이드 능력에 의해 결정된다는 점을 입증했다. 인과지지도(Causal Loop Diagrams, CLDs)를 사용하여 무기체계 획득-운용 시스템을 지배하는 네 가지 핵심 피드백 루프를 식별한다. 이를 통해 통합적인 구조적 해석 결과, 무기체계 효과성의 지배적 동인이 정적인 성능 우위에서 적응적 속도(Adaptive Velocity)로 이동하고 있음이 밝혀졌다. 메도즈(Meadows)의 지렛대 지점(Leverage Points)을 적용하여, 본 연구는 방위사업 획득체계에 맞춤화된 정책적 방안을 제안한다.
