As global rearmament accelerates, the defense export paradigm is shifting from simple product sales toward “ecosystem-based package exports,” integrating co-development, local production, MRO, and financing. However, research examining defense exports as an integrated ecosystem remains scarce. This study systematically conceptualizes Korea’s defense export ecosystem and proposes a quantitative indicator framework to evaluate i ts capabilities. A survey of domestic defense export experts found strengths in finished-product competitiveness and buyer country-tailored modification and development capability, whereas notable vulnerabilities emerged in supply chain risk response and geopolitical/diplomatic risk response capacity—revealing a dual structure of strength and vulnerability within the ecosystem. Academically, this study provides an exploratory indicator framework for ecosystem-level evaluation. Practically, it offers strategic policy implications—such as supply chain stabilization, subcontractor capacity building, advanced financing, and MRO enhancement—for the sustainable growth of K-Defense.

최근 글로벌 재무장 추세의 확산과 방산수출 시장의 경쟁 심화에 따라, 방산수출의 패러다임이 단순 완제품 판매에서 공동개발⋅현지생산⋅기술이전⋅MRO⋅교육훈련⋅수출금융을 포괄하는 ‘생태계 기반 패키지 수출’로 전환되고 있다. 그러나 기존 연구는 주로 개별 무기체계, 수출지원제도, 수출금융 등 요소별 분석에 집중해 왔으며, 방산수출을 산업 생태계 단위에서 통합적으로 분석한 연구는 매우 제한적이다. 본 연구는 한국 방산수출 생태계 관점에서 국내 연구에서 상대적으로 드물게 시도된 접근으로 그 개념과 구성요소를 체계적으로 정립하고, 방산수출 생태계의 대응역량을 평가하기 위한 지표체계를 제시하였다. 국내 방산수출 전문가 실태조사 결과, 완제품 경쟁력과 수출국 맞춤형 개조 개발에서는 강점을 보였다. 반면, 공급망 리스크 대응 역량, 지정학⋅정치외교 리스크 대응 역량 등에서는 취약성이 두드러져 생태계 내 강점과 약점이 대비되는 이중적 구조를 보였다. 방산수출을 산업 생태계 관점에서 분석하고 세부 대응 역량을 정량적으로 평가할 수 있는 지표체계를 정립했다는 점에서 학술적 의의가 있다. 또한, 공급망 안정화, 협력업체 역량 강화, 수출금융 고도화, 현지화, MRO 역량 제고 등 K-방산의 지속가능한 성장을 위한 정책적 시사점을 제시하였다는 점에서도 의의가 있다.
