The purpose of this paper is to study and develop the Defense “Integrated Requirements Planning System,” which aims to eliminate the limitations of redundant procedures in the “Defense Requirements Planning” process, thereby increasing efficiency and facilitating rapid acquisition. There have been calls to simplify the “Defense Acquisition Program” to quickly apply advanced science and technology in the defense sector. The ‘Integrated Requirements Planning System,’ developed against this backdrop, has been operating as a pilot program since 2024. It streamlines and streamlines the requirements planning process, ensuring that necessary requirements are utilized in defense in a timely manner. However, for the program to be more successful, it needs to be improved through field-specific analysis and evaluation. Therefore, this paper applies Cooper et al.’s (2004) “multidimensional analysis model” to analyze the concept and purpose of the “Integrated Requirements Planning System,” as well as the related research and status. The study concluded with recommendations for development, including the adjustment of the “preliminary concept research,” the execution of “previous research and requirement verification” during a specific period after demand determination, legal and organizational improvements, and the strengthening of the roles and interactions of each institution.

본 논문의 목적은 ‘국방소요기획’ 시 중복적인 선행 절차의 제한점을 해소하고 효율성을 높여 신속한 획득을 추진할 수 있는 ‘통합소요기획제도’를 연구하여 그 발전 방향을 제시하는 데 있다. 그간 국방 분야에서는 첨단 과학 기술을 신속하게 적용하기 위해 ‘국방획득제도’를 간소화해야 한다는 요구가 제기되어 왔다. 위와 같은 배경 속에서 마련된 ‘통합소요기획제도’는 2024년부터 시범 운영 등을 통해 소요 기획 절차를 간소화하고 효율화함으로써 필요한 소요가 국방에 적시에 활용될 수 있도록 기여하고 있다. 그러나 본 제도가 보다 성공적으로 정착되기 위해서는 분야별 분석과 평가를 통한 발전이 필요하다. 따라서 본 논문에서는 국가 정책 요소를 구체화하고 다양한 이해관계자를 분석할 수 있는 Cooper 외(2004)의 ‘다차원 분석모형’을 적용하여 ‘통합소요기획제도’에 대한 개념과 목적, 선행 연구와 실태 등을 분석하였다. 연구 결과, ‘사전개념연구’를 조정하고 소요결정 이후 특정 기간 동안 ‘선행연구 및 소요검증’ 수행, 법령 및 조직 개선, 각 기관의 역할 및 상호작용 강화등의 발전 방향을 제시하였다.
