This study analyzes the effectiveness of R&D collaboration between Regional Organizations of Government-funded Research Institutes(ROs-GRIs) in non-metropolitan area and firms by type of national research and development program. Since the patterns of performance vary depending on the type of program for various reasons, the performance of firms that collaborated through research and development projects under three programs - the basic program, the entrusted program, and the "ROs-GRIs-linked SME Support Program" - from 2019 to 2023 was analyzed using the PSM-DID method. The analysis results showed that firms collaborating with ROs-GRIs through the Basic Program experienced difficulties in generating financial performance. Firms collaborating with ROs-GRIs through the entrusted program saw temporary profitability improve but eventually reached a limit. Finally, Firms collaborating with ROs-GRIs through the "ROs-GRIs-linked SME Support Program" strengthened long-term activity. These results demonstrate that the effectiveness of R&D collaboration between ROs-GRIs and firms may vary depending on the type of national research and development program, suggesting that policy design considering the purpose and characteristics of the program is necessary to enhance the outcomes of industry-research collaboration within the regional innovation system.

본 연구는 비수도권 출연(연) 지역조직과 기업 간 R&D 협력의 효과성을 국가연구개발사업의 유형별로 분석한다. 사업의 유형에 따라 다양한 이유로 성과의 양상이 다르게 나타나므로, 2019년부터 2023년까지의 기본사업, 수탁사업, ‘출연(연) 지역조직 연계 중소기업 지원사업’ 3개 사업의 연구개발과제를 통해 협력한 기업의 성과를 PSM-DID 방법으로 분석하였다. 분석 결과, 기본사업을 통해 출연(연) 지역조직과 협력한 기업은 재무성과 창출에 어려움을 겪었다. 수탁사업을 통해 출연(연) 지역조직과 협력한 기업은 일시적으로 수익성이 개선되었으나 한계에 도달하였다. 마지막으로, ‘출연(연) 지역조직 연계 중소기업 지원사업’을 통해 출연(연) 지역조직과 협력한 기업은 장기적 활동성을 강화하였다. 이러한 결과는 출연(연) 지역조직과 기업 간 R&D 협력의 효과가 국가연구개발사업의 유형에 따라 상이하게 나타날 수 있음을 보여주며, 지역혁신시스템 내 산·연 협력의 성과를 제고하기 위해서 사업의 목적과 특성을 고려한 정책 설계가 필요함을 시사한다.
