This study explores the relative underperformance of the Chungcheong bioindustry compared with the Seoul Capital Area from a value chain connectivity perspective. Using the National Bio Industry Survey(2019–2023), it compares industrial scale, investment and workforce structure, location quotients, and relative gap indices, supplemented by literature review and firm cases. Chungcheong is relatively specialized in biopharmaceuticals and production, but shows lower specialization in bioservices and slower growth of support personnel outside R&D and production. Daejeon is centered on R&D and technology creation, while Osong is centered on preclinical, manufacturing, and regulatory functions, suggesting possible bottlenecks in commercialization transitions. Firm cases show multi-site operations that supplement production, inspection, and quality-control functions across locations, with additional mobility, logistics, coordination, and workforce-management burdens. Policy should strengthen a joint Daejeon–Osong support platform and super-regional coordination to link research outcomes with regional production and commercialization.

본 연구는 수도권 대비 충청권 바이오산업의 성과 열위를 가치사슬 연계 취약성 관점에서 탐색적으로 분석한다. 2019∼2023년 「국내 바이오산업 실태조사」 자료를 토대로 수도권과 충청권의 산업 규모, 투자·인력 구조, 입지계수, 상대격차지수를 비교하고, 문헌 검토와 기업 사례를 병행하였다. 분석 결과 충청권은 바이오의약품과 생산 기능에서는 상대적으로 특화되어 있었고, 바이오서비스의 특화 수준은 낮고, 연구·생산 외 지원인력의 증가도 수도권에 비해 낮았다. 대전은 연구개발·기술창출, 오송은 비임상·생산·규제 기능을 중심으로 발달해 왔으나, 검증·공정개발·인허가·투자유치·시장진입 등 사업화 전환 구간이 유기적으로 연계되지 못하면서 병목 발생 가능성이 있었다. 기업 사례에서는 대전의 기존 기능을 유지하면서 오송에 생산·검사·품질관리 기능을 추가하는 다거점 운영이 나타났으며, 분산된 기능을 연계·관리하는 과정에서 이동·물류·조정 및 인력관리 부담이 확인되었다. 따라서 충청권 바이오 정책은 개별 인프라 확충보다 대전-오송 공동지원 플랫폼과 초광역 조정체계를 구축하여, 연구성과가 권역내부에서 생산과 사업화 성과로 전환될 수 있는 체계를 마련할 필요가 있다.
