The rapid growth of e-commerce has increased the use of distribution packaging and diversified packaging types throughout the logistics process. However, the current Korean packaging management system primarily focuses on product packaging and has limitations in reflecting recent changes in distribution environments. This study reviewed recent changes in global distribution packaging policies and examined future directions for the domestic distribution packaging management system. Packaging policies in Korea, the European Union, the United States, and China were compared in terms of management scope, evaluation criteria, measurement methods, and management systems. The results indicate that global packaging policies are expanding from product packaging to distribution and transport packaging while emphasizing supply chain-based management, packaging optimization, reuse, and circular economy. In contrast, the Korean packaging management system remains primarily product-oriented and has limitations in accommodating diverse distribution packaging types and changes in the distribution environment. Based on these findings, this study discusses future directions for the domestic distribution packaging management system, including the expansion of the management scope to distribution packaging, the incorporation of distribution packaging characteristics into evaluation criteria and measurement methods, and the adoption of a supply chain-based management approach. This study provides fundamental information for establishing future distribution packaging policies and management strategies in Korea.
