Modeling the development process of regional evacuation management plans including interactive risk communication : A case study of tsunami risk in a Prefecture affected by 2011 East Japan Earthquake

Since the Great East Japan Earthquake, the development of district disaster prevention plans has been considered essential in Japan. This includes the development of evacuation plans that determine evacuation policies for each district, requiring management across the entire district. In order to consider evacuation management rationally, it is necessary to understand the hazards based on scientific knowledge, understand the characteristics of the vulnerable populations and the regions, select evacuation methods, verify the validity of evacuation policies, and coordinate the overall process. This study attempts to model the development process of district evacuation management plans, incorporating interactive risk communication. We have chosen a specific area within a prefecture affected by the Great East Japan Earthquake as a case study. First, we used GIS to plot public evacuation facilities and evacuation sites and to identify areas reachable on foot. Furthermore, we overlaid tsunami hazard maps to identify areas where evacuating on foot would be difficult. Within these areas, we searched for tall, sturdy buildings that, could be used for temporary shelter even if they are not public evacuation facilities. Through on-site surveys, we confirmed the actual building structure and location of each building, and evaluated the feasibility of using them temporarily o during an evacuation. These results will be added as evacuation destinations, and areas where temporary evacuation is possible will be identified. During this process, the distribution of residents requiring evacuation will be confirmed in the classified areas, and evacuation procedures will be discussed. In particular, the priority of evacuation for the vulnerable residents requiring assistance will be interviewed, and hazard risks, topographical conditions, and social environmental conditions will be understood and integrated to gain an overall perspective and consider adjustments. Effective interaction with residents and relevant stakeholders will then be fostered to develop a district evacuation management plan.
