Community-Based Approaches as Local Institutional Mechanisms for Climate Change Adaptation : Evidence from the Eastern Tigray, Ethiopia

Climate change poses a major threat to the livelihood security of smallholder farmers in developing countries such as Ethiopia. Although national adaptation initiatives have expanded in recent years, a persistent gap remains between policy frameworks and the lived realities of local communities where adaptation must take place. This study explores the role of community-based groups as local institutional mechanisms facilitating climate change adaptation and mitigating climate-driven impacts. A qualitative research design was employed, drawing on semi-structured interviews, focus group discussions, and key informant interviews. Findings reveal that community institutions, including soil and water conservation committees, reforested area user groups, water user groups, hillside land administration committees, and natural resource development groups, play vital roles in organizing collective action, mobilizing resources, and promoting adaptive practices. The community level institutions perform various activities such as conservation committees coordinate land rehabilitation, reforested user groups support afforestation, and water user groups manage irrigation and domestic water use. Despite limited human and financial resources, agricultural extension workers and local NGOs enhance these groups’ adaptive functions through technical and institutional support. The study concludes that strengthening community groups within national adaptation frameworks is vital to bridge the gap between policy ambitions and grassroots realities.
