Insights from U.S. D.A.R.E. and Alternative Youth Drug Prevention Programs : Implications for Korea

Youth drug prevention remains a critical public health concern as adolescents face increasing exposure to substance use risks during key developmental stages. Among the prevention initiatives implemented in the United States, the Drug Abuse Resistance Education (D.A.R.E.) program has been one of the most widely adopted school-based drug prevention programs since its introduction in 1983. Despite its widespread implementation, numerous studies have questioned the long-term effectiveness of the traditional D.A.R.E. curriculum in reducing substance use among adolescents. This study reviews empirical evaluations of the D.A.R.E. program and examines alternative youth drug prevention interventions implemented primarily in the United States. Drawing on findings from longitudinal studies, randomized controlled trials, and meta-analyses, the review highlights prevention programs that incorporate family engagement and multi-system intervention strategies, including the Strong African American Families (SAAF) program and the Fast Track project. The findings suggest that prevention programs emphasizing family involvement, skill-based learning, and community collaboration may demonstrate more promising outcomes than traditional lecture-based approaches. Based on these insights, this study proposes a Korean-adapted D.A.R.E. model (K-DARE) that integrates school-based education with family engagement and community partnerships to strengthen youth drug prevention strategies in South Korea.

청소년 약물 사용 문제는 중요한 공중보건 이슈이며, 특히 청소년기는 발달 과정에서 다양한 위험 요인에 노출될 수 있기 때문에 효과적인 예방 전략이 필요하다. 미국에서는 이러한 문제를 예방하기 위해 다양한 청소년 약물 예방 프로그램이 시행되어 왔으며, 그중 대표적인 프로그램이 D.A.R.E.(Drug Abuse Resistance Education)이다. 1983년 도입된 D.A.R.E. 프로그램은 학교 기반 예방 교육 프로그램으로 널리 확산되었지만 실제 약물 사용 행동을 감소시키는 장기적 효과에 대해서는 학계에서 지속적인 논쟁이 제기되어 왔다. 본 연구는 미국에서 시행된 D.A.R.E. 프로그램에 대한 주요 경험적 연구들을 문헌 검토 방식으로 분석하고 보다 효과적인 청소년 약물 예방 전략을 탐색하는 것을 목적으로 한다. 특히 가족 참여와 다중 체계접근을 강조하는 대안적 예방 프로그램 사례로 Strong African American Families(SAAF) 프로그램과 Fast Track 프로젝트를 함께 검토하였다. 연구 결과 가족 참여, 기술 기반 교육, 지역사회 협력을 포함하는 예방 프로그램이 보다 긍정적인 효과를 보일 가능성이 있음을 확인하였다. 이를 바탕으로 본 연구는 학교 기반 예방 교육과 가족 참여, 지역사회 협력을 통합한 한국형 D.A.R.E. 모델(K-DARE)을 제안하며 한국 청소년 약물 예방 정책에 대한 시사점을 제시한다.
