Recently, narcotics crimes in South Korea have become rapidly sophisticated, shifting toward non-face-to-face online distribution channels centered on SNS and the dark web, while expanding across diverse demographics such as adolescents and medical professionals, and exhibiting distinct spatial clustering, with approximately 60% of cases concentrated in the Seoul Metropolitan Area. However, the current policing framework is heavily oriented toward post-apprehension administrative responses, exposing clear limitations in proactive prevention. To address this, this study proposes the practical application of four advanced Geographic Information System (GIS) techniques that integrate spatial environments with criminal opportunities. Specifically, these include: Hotspot Analysis and Kernel Density Estimation (KDE) to optimize patrol routes by geocoding arrest and 'dead-drop' coordinates; Spatial Network and Autocorrelation Analysis (Moran's $I$/LISA/CPTED) to statistically validate spatial correlations of crime and optimize the placement of CCTV cameras and streetlights in connection with street networks; Geographic Profiling to backward-trace and pinpoint suspect hideouts based on crime locations; and Spatial Regression and Accessibility Analysis using Geographically Weighted Regression (GWR) and Isochrone analysis to identify localized environmental determinants and the spatial spheres of prescription drug abuse. Furthermore, to integrate these techniques into a scientific policing governance framework, this study proposes three institutional policy paradigm shifts. First, a real-time recidivism control system must be implemented by linking Electronic Monitoring with GIS-based geofencing to pre-emptively block access to high-risk zones and differentiate random drug testing schedules based on Risk Terrain Modeling (RTM). Second, a spatial optimization of treatment and rehabilitation infrastructure should be achieved by mapping wastewater-based epidemiology (WBE) and DUR prescription drug data to early detect relapse signals and 'doctor shopping' behaviors, while mathematically evaluating spatial accessibility to place facilities in optimal locations. Third, a unified judicial-public health spatial data governance framework must be established by merging fragmented narcotics datasets from the Ministry of Justice, the National Police Agency, and the Ministry of Food and Drug Safety into a single GIS-based platform, complemented by proactive spatial CPTED designs that calculate school-zone narcotics risk indices to prevent adult access and maximize the efficacy of youth protection policies.

최근 국내 마약류 범죄는 SNS와 다크웹 중심의 비대면 유통망 고도화, 청소년 및 전문직확산, 수도권 집중(약 60%)과 같은 공간적 군집화가 뚜렷해지고 있으나, 현행 치안 체계는사후 검거 위주의 행정 처리에 치중해 사전 예방에 한계를 보인다. 이를 해결하기 위해 본 연구는 공간 환경과 범죄 기회를 결합 분석하는 네 가지 선진 지리정보시스템(GIS) 기법의 실무 적용을 제안한다. 구체적으로는 검거지 및 ‘던지기’ 좌표를 지오코딩하여 순찰 노선을 최적화하는 핫스팟 분석(KDE), 범죄의 공간적 상관성을 통계적으로 검증하고 도로망과 연계하여 CCTV 및 가로등의 최적 입지를 도출하는 공간 네트워크 및 자기상관성 분석(Moran's /LISA/CPTED), 범죄 발생지를 기반으로 피의자의 은거 유력지를 역추적하는 지리적 프로파일링, 그리고 지리가중회귀분석(GWR) 및 Isochrone 분석을 통해 지역별 환경 요인과 의료용약물 오남용 권역을 규명하는 공간 회귀 및 접근성 분석이다. 나아가 이러한 기법들을 과학적 치안 거버넌스로 안착시키기 위해 세 가지 정책 패러다임 전환을 제언한다. 첫째, 실시간지오펜싱(Geo-fencing)과 위험지형모델링(RTM)을 연동하여 대상자의 우범 지대 진입을 원천 차단하고 불시 검사를 차등화하는 실시간 재범 통제를 실행해야 한다. 둘째, 하수역학(WBE) 및 DUR 약물 처방 데이터를 공간 맵핑하여 투약 재발 징후와 의료 쇼핑을 조기에 차단하고, 치료·재활 인프라의 공간 접근성을 평가하여 최적지에 시설을 배치해야 한다. 셋째, 법무부·경찰청·식약처의 마약 데이터를 GIS 기반 단일 플랫폼으로 융합하는 사법·보건통합 공간 데이터 거버넌스를 구축하고, 학교 및 학원가 주변에 마약 위험지수를 적용한 예방적 공간 셉테드 환경을 설계함으로써 예방 정책의 실효성을 극대화해야 한다.
