This study examines local digital archives operated by Japanese public libraries to identify the stages and types of citizen participation and to explore the operational factors that sustain such participation. We analyze five cases, focusing on participation across the stages of collection, description and metadata creation, utilization, and planning and management. We find that citizen participation extends beyond simple material donation to include transcription, metadata enrichment, and the planning of utilization programs throughout the archival lifecycle. We categorize participation into four types: governance participation, information enrichment, specialized task participation, and use-oriented engagement. We also find that participation is supported not only by technological features, such as user-friendly platforms, map-based interfaces, and AI-assisted transcription tools, but also by institutional practices, including offline programs, librarians' mediation and training, and collaboration with organized citizen groups. Based on these findings, we suggest that Korean public libraries should reconceptualize local digital archives as participatory platforms, establish systematic mechanisms to ensure data reliability, and design sustainable participation structures to strengthen their role as community memory platforms.

본 연구의 목적은 일본 공공도서관의 지역 디지털 아카이브 운영 사례를 분석하여 시민 참여의 단계와 유형을 도출하고 이를 지속시키는 운영 요인을 규명하는 데 있다. 이를 위해 일본의 5개 공공도서관 사례를 대상으로 자료 수집, 정리 및 기술, 활용, 운영 및 기획 단계별 시민 참여 양상을 비교·분석하였다. 연구 결과, 시민 참여는 단순한 자료 제공을 넘어 전사 및 메타데이터 보완, 활용 프로그램 기획 등 아카이브 운영 전반에 걸쳐 나타났으며, 참여형태는 운영 참여형, 정보 보완형, 전문 과업 참여형, 활용 확산형의 네 가지 유형으로 범주화되었다. 또한 시민 참여를 활성화하고 지속시키는 요인으로는 사용이 용이한 플랫폼, 지도 기반 인터페이스, AI 보조 전사 기능 등 기술적 설계와 더불어, 오프라인 프로그램 운영, 사서의 중개 및 교육, 시민 조직과의 협력과 같은 운영적 장치가 기능하고 있었다. 이러한 분석을 바탕으로, 국내 공공도서관 지역 디지털 아카이브가 지역 공동체의 기억 플랫폼으로서 기능을강화하기 위해 참여형 플랫폼으로의 인식 전환, 자료의 신뢰성 관리체계 정비, 지속 가능한 참여 구조 설계가 필요함을 제언하였다.
