Analysis of the Regional Top 3 R&D Fields in the National S&T Standard Classification System through RGRD('19~'23): Focused on the Science, Technology and Society Field

- Recently, as concerns over capital concentration in the Seoul metropolitan area and local extinction have intensified, the importance of differentiated R&D strategies reflecting regional industrial structures and technological characteristics has grown. This study examines regional disparities in R&D outcomes by applying the Regional Growth Rate Differential Analysis (GRD) to the top three R&D fields across regions. Using data from the Regional Science and Technology Industry Scoreboard (2019-2023), the analysis focuses on nine regions that include the "Science & Technology and Humanities & Social Sciences" sector. The results show that, despite similar R&D investment structures, growth patterns vary across regions depending on industrial base and technological capacity. Some regions exhibit stable growth, while others show mixed or potential growth patterns. In addition, heterogeneous growth types within sub-sectors indicate structural disparities even within the same field. These findings suggest the need for differentiated regional R&D policies tailored to local industrial and technological conditions. By providing empirical evidence for regional growth characteristics and structural differences, this study contributes to the formulation of region-specific R&D policies.

- 최근 수도권 집중과 지방소멸 우려가 심화되면서, 지역의 산업구조와 기술적 특성을 반영한 차별화된 연구 개발 전략의 중요성이 커지고 있다. 본 연구는 성장률시차분석(GRD)을 활용하여 지역별 연구개발 상위 3개 분야의 성장 특성을 비교하고, 지역 간 성장 격차의 구조를 분석하였다. 2019년부터 2023년까지의 지역과학기술산업 스코어보드 자료를 기반으로, "과학기술과 인문사회" 분야를 포함한 9개 시·도를 대상으로 분석을 수행하였다. 분석 결과, 동일한 연구개발 투자 구조에도 불구하고 지역별 산업 기반과 기술 수준에 따라 성장 양상이 상이하게 나타났다. 일부 지역은 안정적인 성장 구조를 보인 반면, 다른 지역은 성장과 정체가 혼재되거나 잠재적 성장 단계에 머무르는 것으로 나타났다. 또한 세부 산업 간 성장 유형이 혼재되어 동일 분야 내에서도 구조적 이질성이 확인되었다. 본 연구는 지역별 성장 특성과 구조적 차이에 대한 실증적 근거를 제공함으로써 지역 맞춤형 연구개발 정책수립에 기여한다. 이러한 결과는 지역 연구개발 정책이 산업구조와 기술 수준을 반영한 차별화된 전략으로 전환될 필요가 있음을 시사한다.
