The purpose of this study is to make policy suggestions on how to revitalize community security based on the results of empirical research on community security activation measures for local residents and police to improve the perception of new police officials. The temporal range of this study was limited to the late 1990s when the need for community security began to emerge. The spatial range was targeted at 200 new police officials. The collected data were analyzed using the sps 22.0 statistical package program. Based on the analysis results, policy suggestions were made as follows. First, it is necessary to improve police credibility. Continuous efforts of the entire police organization are needed to improve police credibility, and efforts such as cultivating individual police officials' ethical consciousness and enhancing the spirit of public service are also necessary. Second, the participation of local residents should be activated. In revitalizing the participation of local residents, it can be recognized that the active support and participation of local residents acts as the most important factor in revitalizing community security. Third, it is necessary to implement police activities suitable for regional characteristics. Currently, it is time to conduct meticulous and detailed police activities in consideration of problem-oriented policing.

본 연구는 신임 경찰공무원들의 인식을 중심으로 체감치안 향상을 위해 지역주민과 경찰의 공동체 치안 활성화 방안에 관한 실증적인 연구를 통해 도출된 결과를 토대로 공동체 치안 활성화 방안에 관해 정책적 제언을 하고자 함에 목적이 있다. 본 연구의 시간적 범위는 공동체 치안의 필요성이 대두되기 시작한 1990년대 후반으로 한정하였다. 공간적 범위는 신임 경찰공무원 200명을 대상으로 하였다. 수집된 자료는 SPSS 22.0 통계패키지 프로그램을 이용하여 분석하였다. 분석 결과를 토대로 다음과 같이 정책 제언을 하였다. 첫째, 경찰 신뢰도 향상이 필요하다. 경찰 신뢰도 향상을 위한 경찰 조직 전체의 부단한 노력이 필요하며, 경찰공무원 개개인의 윤리의식 함양과 공공서비스 정신 제고 등의 노력 역시 필요하다. 둘째, 지역주민의 참여가 활성화 되어야 한다. 지역주민의 참여 활성화는 지역주민의 적극적인 지지와 참여가 공동체 치안 활성화에 있어서 가장 중요한 요인으로 작용하고 있음을 인식할 수 있다. 셋째, 지역특성에 맞는 경찰활동의 실시가 필요하다. 현재는 문제지향적 경찰활동을 고려하여 꼼꼼하고 세밀한 경찰활동의 실시가 필요한 시점이다.
